City Commission Conference Room PRESENT: Thomas Bronson- Acting Police Chief, Tony VanDerWorp -City Manager, Dean Ray, Tom Carpenter, Atty. Manuel Acevedo, Phyllis Richardson, Oscar Redden, David Johnson and Gracy Posley The meeting was called to order by Chairperson Mr. Ray. Mr. Ray requested approval of CAB minutes for January 13, 1999 if there were no changes or corrections. Motioned by Mr. Carpenter, seconded by Mr. Johnson, motion adopted for the minutes to be approved. Mr. Ray thanked George Anderson, Jr. for his participation as a CAB member (resignation effective January 29, 1999). Mr. Anderson recommended Mr. Redden as CAB's Vice- Chairperson. Vice - Chairperson vote will take place at the March 10, 1999 meeting. Mr. Redden relayed the shooting incident (2500 block - Ridgewood Ave.) he reported to Acting Police Chief Bronson at the February 10 CAB meeting has been handled by Investigations; the victim is happy with the results. Acting Police Chief Bronson conveyed it is standard for Investigations to follow up immediately on reports assigned to the Unit. City Manager VanDerworp elaborated on the handout distributed to CAB members re feasible changes of scopes and responsibilities for CAB. City Manager stated CAB has been an effective Board and would like to see CAB establish a formal partnership with the community. City Manager suggested CAB members read and digest the handout and return to the March 10 CAB meeting with suggestions of purpose, scopes and responsibilities for CAB's future to be discussed with the City Manager. City Manager is canvassing roles and a clear direction for CAB. Various ways and directions were mentioned re maintaining CAB including comparing the Sheriff's Office citizens board. City Manager mentioned the upcoming March 2 Referendum vote which could allow the Police and Fire Chief to be under direct supervision of the City Manager. City Manager will publish a report on the Referendum Vote to all registered voters. City Manager advised the Referendum Vote is an important issue to the City Commission and enlightened members to the benefits of the potential Charter change. City Manager advised arrangements are being prepared for code enforcement and officers to become certified trained in code citations. CAB Minutes February 10, 1999 Page 2 of 3 City Manager commented attending other board and community meetings are great places to hear other citizens concerns and CAB networking with these organizations, citizens concerns can be shared. Mr. Redden stated citizens at meetings or committees are not always reflective of other citizens concerns. Suggested CAB members should bring citizens concerns to CAB meetings. Mr. Redden thanked City Manager VanDerworp on an issue he helped resolve and commended him on his administrative and leadership role. Acting Police Chief Bronson updated CAB with police department /community activities. Departmental newsletter and QUAD's 1998 statistics were distributed. Acting Police Chief Bronson is receptive to the March 2 Referendum change. The 13' St. Law Enforcement Community Service Center groundbreaking is tentatively scheduled for March 1. The 13' St. L.E. CSC will be purchased rather than leased. Monies will come from CDBGrant fund and impact fees. The departmental Policy Committee continues to suggest revisions and establish policies /general orders in keeping the police department current in policy. The interior of the police department is being painted along with having the ceiling tiles replaced to give the police department a refreshing appearance. Call prioritizing is in progress. The procedure for area patrols were misinterpreted, but are being rectified. The police continues doing area patrols. House watch (while vacationing) requests are no longer provided. Some money escorts will be furnished. Mr. Redden inquired if minority qualified police officers would be recruited from the 13' St. L.E. CSC? Acting Police Chief Bronson attends all Seminole Community College police academy graduations. The police department recruit minorities from the SCC police academy, etc. Volunteers will also be considered for the CSCenter. Mrs. Richardson inquired of the possibility of having a School Resource Officer at school crossings due to discourteous drivers, etc. Acting Police Chief Bronson advised traffic and community policing officers are being encouraged to assist at school crossings. Mr. Redden inquired of an SRO's duties while at schools. Acting Police Chief Bronson advised an SRO's duties vary at the schools. Generally, the police department does not interfere with the school and the officer. An SRO's salary is one -half City /School Board. Acting Police Chief Bronson mentioned the officers, their school locations and their duties and involvements with their assigned school. Mrs. Richardson stated many times Persimmon Ave. at the Auto Train becomes one - laned and can be hazardous. Acting Police Chief Bronson states this is due to the trains intense loading and unloading. The "move over lane" is limited and will be addressed with Auto Train. An off -duty officer is frequently hired for heavy traffic control during certain periods. The Old Auto Train will be used as a stock yard. Acting Police Chief Bronson introduced Linda Medlock of the Martin Luther King, Jr. Committee and Marveen Kelly, Nuisance Abatement Board - Chairperson. Ms. Medlock explained the purpose of the MLK Committee. From an MLK symposium a few months ago developed a sub - committee working with the Sheriff's Office and the police department on forming cultural diversity training for members of the community and law enforcement simultaneously. This line of contact will give law enforcement ideas on cares in the community as well as law enforcement providing input on procedures and solutions. Mrs. Kelly, Chairperson of NAB assist in handling City nuisances pertaining to drugs and prostitution. There being no further business, the meeting was adjourned at 8:20 PM.
