City Commission Conference Room PRESENT: Commander Mitchell Tindel, Tom Carpenter, David Johnson, Dean Ray, George Anderson, Jr., Oscar Redden, Atty. Manuel Acevedo and Gracy Posley This meeting was called to order by Commander Tindel due to CAB's Chairperson and Vice - Chairperson positions being vacant. Commander Tindel welcomed new CAB members Oscar Redden and Manuel Acevedo. New member Phyllis Richardson to be welcomed was not present. Mr. Redden, Atty. Acevedo and CAB members introduced themselves. Commander Tindel turned the meeting over to CAB members for the Chairperson/Vice - Chairperson vote. Chairperson — Mr. Ray, self- nominated and Mr. Anderson self - nominated. Show of hands voted Mr. Ray as CAB's Chairperson; motioned by Mr. Redden, seconded by Mr. Johnson. Vice- Chairperson — Mr. Redden nominated Mr. Anderson, no other nominations made. Motioned by Mr. Redden, seconded by Atty Acevedo for Mr. Anderson as being CAB's Vice- Chairperson. Chairperson Mr. Ray requested approval of CAB minutes for September 9 and October 14, 1998 if there are no changes or corrections. Motioned by Mr. Johnson, seconded by Vice - Chairperson Mr. Anderson, for the minutes to be approved. Members discussed letters of intent mailed to Joan Campbell and Rev. Ricky Scott re non - attendance. CAB's secretary has not received a response from the letters. Motioned by Mr. Carpenter, seconded by Mr. Anderson for Miss Posley to mail letters of dismissal to named members. Members discussed and agreed on the importance of regular attendance at CAB meetings; stating ten members are needed to serve and attend CAB. Mr. Carpenter strongly feel CAB can be effective with bringing problems and concerns of the citizens to the attention of City officials. Positive accomplishments for CAB are to be determined involving CAB, the citizens and the community. Mr. Redden stated he became a CAB member to see results, to see CAB works being appreciated and the people working with CAB to encourage citizens involvement and recommendations. Mr. Carpenter is high on community policing and neighborhood crime watch. Commander Tindel will have Corporal Poovey (Community Relations) mention CAB's purpose and meeting dates at neighborhood watch meetings the police department are aware of. Commander Tindel mentioned the City Manager wants full dedication to community policing. With community policing you are not fighting a crime, you are solving the problem; once the problem is solved you no longer have the crime. Community policing has to be balanced with traditional policing that will continue. Citizen groups are and will be important with the implementation of community policing. Mr. Redden suggested members get to know the police department such as utilizing the ride -along program, becoming familiar with the dispatch center, touring the police department, etc. This will enlighten CAB members to the police department environment in making recommendations to the Police Chief and City Commission. Mr. Redden inquired, Commander Tindel explained the procedure and process involved when a citizen file a complaint on an officer. There being no further business, the meeting was adjourned at 8:25 PM.
