Wednesday, October 14, 1998 7:00 P.M.
City Commission Conference Room
PRESENT: Police Chief Joe Dillard, Commander Thomas Bronson, Tom Carpenter,
Paul Legge, David Johnson, Dean Ray, George Anderson, Jr., and
Gracy Posley
This meeting was called to order by Police Chief Dillard due to CAB's Chairperson
and Vice - Chairperson positions being vacant. Police Chief Dillard welcomed new
CAB member George Anderson, Jr. New member Phyllis Richardson to be welcomed
was not present. Mr. Anderson and CAB members introduced themselves.
Police Chief Dillard was to turn the meeting over to CAB members for the
Chairperson/Vice- Chairperson vote. Due to there not being a quorum, the vote was
tabled for the November 11 meeting. Approval of the September 9 CAB Minutes
were also tabled for the upcoming meeting.
Mr. Anderson inquired re an officer being assigned downtown. Commander Bronson
advised presently there is not a permanent officer assigned to the downtown area
due to departmental manpower shortage (resignations /retirements). In the
meantime, the day shift/ /zone officers are to be more visible in the downtown area
when available. The downtown /Historic District has been targeted for community
oriented policing. The police department is anticipating a C.O.P. officer for
assignment to the downtown /Historic District in November upon completion of field
training of new officers.
Mr. Ray inquired of the caution light atop of the Citizens on Patrol vehicle.
Commander Bronson advised per the City Attorney and Florida Statute, the amber
light cannot be utilized unless an organization is incorporated, mall agency, etc.
Mr. Legge directed to Mr. Ray (as CAB's media contact) to communicate with the
Seminole Herald re a weekly CAB news article. Mr. Legge found the reading of a
police department newsletter interesting. Suggested to Police Chief Dillard for CAB
to receive the newsletter. Miss Posley to mail the two most recent police department
newsletters to CAB members. Mr. Legge met with Sanford police officers in early
October re public relations and commented he's noticed the officers have put in to
motion information given to them at the briefing. Mr. Legge has received remarks
from residents at Bram Towers, they are happy with the presence of the officers
patrolling more frequently.
There being no further business, the meeting was adjourned at 8:10 PM.
