City Commission Conference Room PRESENT: Bernard Brown, Linda Kuhn, Richard Huber, Tom Carpenter, Dean Ra Rev. Rick Scott, Paul Legge, Joan Campbell, Police Chief Joe Dillard, and Grac Posle This meeting was called to order by Chairperson Mr. Brown. Mr. Brown requested approval of CAB minutes for June 10, 1998 if there are no changes or corrections. Motioned b Mr. Legge, seconded b Mrs. Kuhn, motion adopted for the minutes to be approved. Mr. Huber asked Mr. Brown if he had contacted the Ma re CAB. Mr. Brown responds, no he didn't get a chance to call the Ma Mr. Brown advise CAB members inquired as to wh the Ma /City Commission were not contacting CAB re police issues being discussed at Cit Commission meetings. Mr. Huber stated CAB members should attend the next Cit Commission meeting re this issue. Mrs. Campbell advise if issues are being brought to CAB and not being resolved, citizens will go to the City Commission. Mrs. Campbell made note to Police Chief Dillard of "NO PARKING" signs she understood would be removed via a request from Police Chief Dillard that are still posted in Academ Manor (Ma 1998 minutes) as a matter unresolved that was brought to CAB. Mr. Brown stated he has spoken with citizens who advise if they are having a problem with the police department, the will take their complaint to the police department first to be resolved opposed to bringing their complaint to CAB. Mr. Brown mentioned CAB meeting quarterl or as needed comparing called meetings to the Sheriff's Office Citizen's Board. Mrs. Kuhn stated the Sheriff's Board is set up differentl from CAB and serves a different purpose. Mr. Legge asked Police Chief Dillard how man complaints directly related to CAB had he /department received subsequent to CAB's last meetings? Police Chief Dillard advised that would be diff icult to estimate. Mr. Legge suggested to Police Chief Dillard a complaint form be completed re police complaints and for these complaints to be routed to CAB. Mrs. Campbell advised a form of this nature was rejected b the Cit Commission when included in the CAB b -laws. Stated the Cit Commission did not want CAB involved in day - to -da police operations. Mrs. Campbell suggested CAB's b -laws be revised re citizens complaints being forwarded to CAB after a meeting with the Ma /Cit Commission. Mr. Legge stated CAB has to know what's going on at the police department in order to assist. Police Chief Dillard commented complaints coming into the police department must be handled expedientl at the police department and not referred elsewhere. Motioned b Mrs. Kuhn, CAB Minutes June 10, 1998 Page 2 of 2 seconded b Rev. Scott, motion adopted for the CAB secretar to contact the Ma office for an appointment with CAB members before the August 12 CAB meeting. Ms. Gina Newton made a complaint re Park Ave. Mart (1201 S. Park Ave.). Stated she has called the police department numberous times re drugs, open containers and loud music at the store. Ms. Newton asked if she could expect police officers to issue tickets for loud music? Police Chief Dillard responded, no, onl in the presence of the officer. Police Chief Dillard advised Ms. Newton he would investigate her complaint will also rela the drug issue to CCIB. Ms. Newton advised loiterers are misusing the pa phone at Park Ave. Mart . The phone does not ring back, but the phone does have a flashback (about a half of a second ring) for calls coming in. Mrs. Kuhn suggested to Police Chief Dillard to complete the faun to the Public Commission telephone services to have the phone removed. Mrs. Kuhn mentioned an article in a neighborhood newsletter the Exchange. The article involved an incident with a transient repairing his bic in a Cit street which lasted for several hours. Sanford police officers did not order the transient to clear the street after numerous calls from citizens. The Sheriff's Department came and assisted in removing the debris and advised the person he could not remain in the street. Mrs. Kuhn asked wh couldn't the police officer have done what the deput did? Police Chief Dillard stated this is what the police officers should have done. Commented mid - management being more attentive could assist with the officers attitude and line of communication with the citizens. Supervisors will be attending management training courses regularl Police Chief Dillard stated officers not doing their job will be disciplined accordingly. Mrs. Kuhn commented on progressive discipline. Mr. Legge asked Police Chief Dillard if the police department had a public relations program? Police Chief Dillard responded, no. Mr. Legge and Mrs. Kuhn offered to give public relation briefings to police officers 15 minutes prior to shift on a weekl basis. Police Chief Dillard accepted the offer. There being no further business, the meeting was adjourned at 8:20 PM.
