City Commission Conference Room PRESENT: Bernard Brown, Linda Kuhn, Richard Huber, Tom Carpenter, Dean Ray, Joan Campbell, Cmdr Thomas Bronson, Cmdr Willie Harden, Police Chief Joe Dillard, and Gracy Posley This meeting was called to order by Chairperson Mr. Brown. Mr. Brown requested the minutes of January 14, 1998 and February 11, 1998, and March 11, 1998 be tabled for the upcoming meeting since there was not a quorum. Two additional members arrive giving CAB a quorum. Motion made by Mr. Huber, seconded by Mrs. Campbell for the above minutes to be approved as is. Mr. Brown advise CAB members letters were mailed to Earl Myers and William Downs re their non - attendance. No response received from Mr. Myers. Mr. Downs (not present) via telephone conversation with Mr. Brown stated he had not received any agendas (since January 1998). Miss Posley stated agenda packets were mailed and nothing has been returned to the police department. Mr. Brown emphasized the importance of members attending CAB meetings and comment to members, without a quorum CAB business cannot be voted upon. Motioned by Mr. Carpenter, seconded by Mrs. Kuhn for letter to recommend dismissal of Mr. Myers as a CAB member be mailed. Motioned by Mrs. Kuhn, seconded by Mr. Huber for letter of intent to be mailed to Mr. Downs of his intentions as a CAB member. The Mayor /City Commission to be notified of these recommendations. Agenda item to meet quarterly is opened. Motioned by Mrs. Kuhn, seconded by Mr. Carpenter for CAB to continue meeting monthly. Daliah Laing from the audience directs to CAB and /or Police Chief Dillard stating Sanford police officers are threatening her /father of closing their businesses (formerly Tip Top store and formerly Barbara's House of Fun pool hall on W. 13th St.) because of the loiterers. Mrs. Campbell ask Ms. Laing has she considered hiring security? Ms. Laing state the business is cooperating with the police department. She has posted NO LOITERING /NO TRESPASSING signs and have stopped incoming calls to the pay phone. Police Chief Dillard state although the No Loitering /No Trespassing sign cannot be enforced due to the Cities right -of -way abutting the property line, the signs are a deterrent. Mr. Brown state to Ms. Laing citizens have requested police visibility and suggested security for the businesses. Mrs. Kuhn tells Ms. Laing to show no tolerance to the loiterers; the high visibility is going to stop the illegal activity. Ms. Laing state someone is photographing the business and customers as if the business is crooked. Ms. Laing described the person doing the photoing of driving a red /white car #200. Cmdr Bronson advised her this vehicle is not a Sanford police vehicle, possibly the Fire Dept. Ms. Laing asks is there an investigation going on? Cmdr Bronson stated the business is under investigation and the investigation will continue due to drug violations. Cmdr Bronson advised Ms. Laing violations are inside the business as well and employees are apart of the illegal activity. He could not discuss any further. Cmdr Bronson advises Ms. Laing she must have someone aggressive in making the loiterers leave. Otis Welton (w /Ms. Laing) state police officers are threatening to shut down the businesses with the wrong attitude. Comment officers are disrespectful and must earn their respect. Mr. Welton complained of a QUAD Squad officer and the way QUAD respond to calls. Cmdr Bronson advised Mr. Welton, usually QUAD calls are 90% felony related and the officers respond with precaution. Cmdr Harden comment generally QUAD respond to calls where they have observed illegal activity and their purpose is for quick uniform attack on drugs. Cmdr Bronson state officers are to be professional and the Police Administration's philosophy will not tolerate the officers negative attitudes. When citizens resist, officers must take necessary actions to restrain them. If a citizen feels they have not been treated properly, file a complaint at the police department. Mrs. Kuhn state if you are not satisfied with the way the police department handled your complaint, bring the issue to CAB. But the public has to be willing to come forward to get issues resolved. Mrs. Kuhn comment CAB is here to work with the police department and the community. Police Chief Dillard comment to Ms. Laing to please bring complaint matters to his attention. Police Chief Dillard suggest as a time factor, for Ms. Laing's issue to be continued at his office in detail. Motioned by Mrs. Kuhn, seconded by Mrs. Campbell for Ms. Laing to attend the next CAB meeting and for Police Chief Dillard or designee to report on Ms. Laing's issue. Mrs. Campbell ask why have NO PARKING signs been posted in Academy Manor? State residents want them removed. Cmdr Bronson comment he will check out the matter. Mr. Carpenter state with Community Policing the officers are getting to know the good and the bad people. The video "POLICE" to be seen at the May 13, 1998 CAB meeting. There being no further business, the meeting was adjourned at 8:20 PM.
