City Commission Conference Room PRESENT: Bernard Brown, Linda Kuhn, Richard Huber, Tom Carpenter, Rev. Ricky Scott, Police Chief Joe Dillard, Deputy Police Chief Dennis Whitmire and Gracy Posley This meeting was called to order by Chairperson Mr. Brown. Mr. Brown requested the minutes of January 14, 1998 and February 11, 1998 be tabled for the upcoming meeting since there was not a quorum. • Mr. Huber comment re members not being present for a quorum. Inquires to possibly meet quarterly. Mr. Brown refers the Sheriff's Office Citizens Review Board meets quarterly. CAB meeting quarterly to be placed on the upcoming agenda. Letters of intent to be mailed to Mr. Earl Myers and Mr. William Downs re their absences. Mr. Carpenter comment CAB should be aggressive re CAB related business. State CAB should stay educated with the police department and with where the police department is going. Mrs. Kuhn comment Police Chief Dillard should agenda various divisions of the police department to keep CAB aware of what's going on in those divisions. Mrs. Kuhn will bring a community oriented video titled "POLICE" to be watched at the CAB meeting of April 8, 1998. The video will be viewed in two parts. The video provides a good law enforcement perspective and what other communities have done. Mr. Carpenter asks about the location of the police department for serving citizens with walk -in complaints. Deputy Police Chief Whitmire advises less than 1% percent of complaints are walk -ins and informational. State the location of a police department has no bearing on the service provided. For example, the Sheriff's Office is on the extreme north end of the County; citizens in the other districts are being aided. Mr. Carpenter asks are there any negatives in moving to Bldg 310 at the Sanford Airport? Police Chief Dillard advise no problems he is aware of; the new location will provide the police department with the necessary space needed. Deputy Police Chief Whitmire state the police department must reapply for the tower use with the FAA for Bldg 310, police department must pay rent for use of the building. The Airport has to get fair market value for the industrial property ($3.85/sq ft). The Sheriff's Office is accredited, everything the police department need are basically in place meeting national standards. Slight modifications will be required. Presently there is not an emergency operations center room at Bldg 310. A location for an EOC will have to be determined. The architect working with the City is familiar with Bldg 310; they are the architects for the Sheriff's Office new building. Deputy Police Chief Whitmire and Rev. Scott agree it will take an effort from the community and police employees to make community policing a success. Deputy Police Chief Whitmire comments community policing is a long, slow, constantly involved, and expensive process. Rev. Scott comment talk is fine, but the citizens are looking for action and results. Mr. Brown states the community is excited about the substation to be put in place for the Westside. Mrs. Kuhn comment officers should not criticize law- abiding citizens providing information re problems or complaints (she explains an effort put forth by a citizen re a prostitute complaint where as the officer chastised the citizen for harassing the prostitute). Mrs. Kuhn state officers should have professional attitudes and Sanford police officers must change their attitudes. Deputy Police Chief Whitmire state 80% of officers will go with the flow, 10% of officers will buck the system and 10% of officers will do their part. Deputy Police Chief Whitmire advise t CAB Minutes March 11, 1998 Page 2 of 2 supervisors are scheduled for a problem solving workshop with the Sheriff's Office. This class should assist on the correction of attitudes. Police Administration is aware that there is an attitude problem with the officers and this issue is certainly being managed. Mr. Huber inquires as to when is the P.A.S. progress report review? Police Chief Dillard advise in approximately six months. Mr. Huber asks about the bike patrol. Deputy Police Chief Whitmire advise some officers have been trained for the bikes. There are liabilities involved with a bike patrol. The bike course is intensive and officers must be in good physical condition. Two bikes have been donated. The cost of a bike is approximately $800. - $1,000. The present budget does not have funds to properly outfit officers. Sanford police will be using the same bikes as Orange County Sheriff's Department and Orlando Police Department. Bikes are most effective in high density, pedestrian and traffic areas; the Westside officers will be bike trained. Mr. Carpenter and Mrs. Kuhn comment the County came together as a whole re the tornado victims (02- 23 -98); complaints were minimal. There being no further business, the meeting was adjourned at 8:20 PM.
