HomeMy WebLinkAbout011498 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, January 14, 1998 7:00 PM City Commission Conference Room PRESENT: Bernard Brown, Paul Legge, Richard Huber, Joan Campbell, Tom Carpenter, William Downs, Earl Myers, Rev. Ricky Scott, Cmdr Thomas Bronson, Mayor Larry Dale and Gracy Posley This meeting was called to order by Chairperson Mr. Brown. Mr. Brown thanked Mayor Dale for attending tonight's meeting. Mr. Brown requested approval of CAB minutes for December 10, 1997 if there are no changes or corrections. Motioned by Mr. Huber, seconded by Mr. Legge; motion carried for the minutes to be approved. Mr. Brown directed to Mayor Dale the question CAB members have concerns with; what are CAB's functions and/or responsibilities? Mr. Brown explained his understanding re CAB that citizens were to bring concerns /complaints pertaining to the police department to CAB and if necessary CAB /Police Chief to present the issues to the City Commission. Mayor Dale comments he can presently speak for himself and not the City Commissioners re CAB. Mayor Dale would rather this issue be discussed between the City Commission /CAB. State CAB's inquiry will be on the City Commission Workshop Agenda for January 26, 1998; Workshops are usually scheduled at 3:30 PM. Mayor Dale was not a City Official during CAB's establishment. Mayor Dale advises CAB is an advisory board that is to direct police department issues to the City Commission that warrant City Commission attention and /or approval re matters that will better serve the City and citizens. Mr. Legge mentions to Mayor Dale, CAB members have felt non - communication between the City Commission and CAB. Mr. Legge comments the City Commission did not acknowledge CAB's recommendation re the police department's option decision. Mayor Dale apologizes for the oversight and lack of communication between CAB and the City Commission. Mayor Dale acknowledge CAB's option memo was received by the City Commission and because they were inundated with the police department options and other police department issues, the memo was received as information and he is remiss for not responding. Mayor Dale remarks because he is also a City Commissioner per the City Charter, City's CEO, City Commission chairperson, and police liaison for future correspondence to be directed via him for the City Commission. Mr. Huber mentioned the Sheriff's Office Citizens Review Board duties; Mayor Dale advises CAB is an advisory board, which have different responsibilities from the Sheriff's Citizens Review Board. Mayor Dale states the City Commission does not micro - manage the police department. All CAB items do not have to come to the City Commission, some issues can go directly to the Police Chief. Mrs. Campbell mentioned re CAB's advertisement. Mayor Dale commented he announces at City Commission meetings upcoming CAB meetings and will continue to do so. Advised CAB to proceed sending agendas to the newspapers. Mr. Brown stated he is in contact with an individual at the Sanford Herald re CAB agendas and request Miss Posley to fax the Sanford Herald's agenda the day before the meeting. Miss Posley will continue to mail agendas to the local newspapers as have been done. Mrs. Campbell complains of a fast dump truck driver in the Academy Manor neighborhood; the driver lives in Academy Manor. Mrs. Campbell mentioned loiterers and trash in Academy Manor Park. Directs to Cmdr Bronson patrol need to be increased in this neighborhood. Cmdr Bronson states he is familiar with Mrs. Campbell's park issues and have discussed some of the items with Commissioner Williams. Cmdr Bronson advises community policing is in effect and Academy Manor is a part of community policing for the Goldsboro district; three police officers are presently assigned to this general area. The officers have been concentrating on the W. 13th St. , j .._ • CAB Minutes January 14, 1998 Page 2 of 2 area for the past several weeks. At least two - four sheriff deputies will be assigned with Sanford Police for a joint community policing in the Goldsboro area. Cmdr Bronson states changes will come about in all areas of Sanford with community policing and assures Mrs. Campbell she will see a change in Academy Manor. Mr. Carpenter comments community policing and neighborhood crime watch working together works. Mr. Legge mention loiterers on W. 13th St. between 5:00 AM and 5:30 AM. Mrs. Campbell advises some of the people are farm workers. Cmdr Bronson states some of the people are drug users, crack addicts and advise drivers to not stop for individuals trying to flag them down on this street. States the Sheriff's Office have plans to set up a sub - station on W. 13th St. Cmdr Bronson briefed CAB on police department changes. States this is a new year, a new police department, and police officers and the police department will be working with the Mayor and City Commission. Mayor Dale agrees with the comment and added he attended a recent Staff Meeting at the police department that went well. Mr. Legge up a mentioned trash build u in Sanford. Advises Code Enforcement states because "no complaint' has been received is why no actions have been taken. Mayor Dale comments the City has an aggressive intention re trash now, and citizens will see a change in the future. Mr. Legge mentioned to Cmdr Bronson the speeding problem in Kaywood; that Police Chief Dillard was to have the SMART trailer set up for speeders. Cmdr Bronson advises he will have the SMART trailer placed in the area. Mr. Legge comments the SMART trailer is good for community relations. Cmdr Bronson advises the trailer is placed for a period of time to forewarn drivers of their speed, then radar is setup for citations. A citizen from the audience complains of speeders on W. 3rd St. Cmdr Bronson advises the SMART trailer had been placed in this area, and as soon as it is available it will be replaced. There being no further business, the meeting was adjourned at 8:00 PM.
