HomeMy WebLinkAbout121097 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, December 10, 1997 7:00 PM City Commission Conference Room PRESENT: Bernard Brown, Paul Legge, Richard Huber, Dean Ray, Linda Kuhn, Joan Campbell, Tom Carpenter, William Downs, Police Chief Joe Dillard and Gracy Posley This meeting was called to order by Chairperson Mr. Brown. Mr. Brown requested approval of CAB minutes for November 12, 1997 if there are no changes or corrections. Motioned by Mr. Legge, seconded by Mrs. Campbell; motion carried for the minutes to be approved. Mr. Brown welcomes Mr. Downs as a CAB member. Mr. Downs introduces himself; CAB members introduce themselves to Mr. Downs. Mr. Brown accept nominations for the Vice - Chairperson vacancy. Mr. Huber nominated Mrs. Kuhn; Mr. Legge nominated Mr. Carpenter. Motioned by Mr. Huber, seconded by Mrs. Campbell the two nominations be closed. Votes by show of hand for Mr. Carpenter were three; votes by show of hand for Mrs. Kuhn were four. Mrs. Kuhn voted in as Vice - Chairperson. CAB begins discussion re the Law Enforcement Options Committee decision of option A. Mr. Brown states the City Commission chose to go with options A and B. Mrs. Kuhn asks Chief Dillard to give a clarification as to what is taking place with positions at the police department; commenting the newspaper isn't always accurate. Mrs. Kuhn lists the divisions /positions noted in the newspaper to possibly be contracted to the Sheriff's Office. Chief Dillard advises the Mayor asked him to provide a list of services to possibly be contracted to the Sheriff's Office. Chief Dillard states he only listed Communications via the assessment report; the Mayor formulated another list re services to be contracted. Mrs. Kuhn asks Chief Dillard has a cost study been completed re the Communications Center with the Sheriff's Office? No; Chief Dillard states things are preliminary right now. Mr. Legge asks what will attrition do? Chief Dillard states for now all positions will be filled. Mrs. Campbell comments dispatchers are probably leery because of their division being listed in the assessment to be outsourced, newspaper articles, etc.; states the dispatchers have reasons to be concerned about their positions. Mrs. Kuhn states the City Commission has not made a final decision. Everybody and everything is unsettled at this time and until a decision is made by the City Commission, more problems will be created for the police department. Chief Dillard states the Mayor will possibly be meeting with police department employees re the options chosen. Mr. Ray suggested to approach the City Commission re the police department options decision and CAB's purpose. Mr. Legge recommended CAB member(s) attend an upcoming City Commission meeting re CAB options recommendation and CAB's purpose. Mr. Legge comments the City Commission showed no regard to the CABoard involving the police department options; there was no acknowledgment of CAB's option recommendation. CAB discusses the mentioned recommendations. Motioned by Mrs. Kuhn, seconded by Mr. Ray for the Mayor /City Commission to be contacted re attending CAB's January 14, 1998 meeting re CAB functions. Mr. Huber comments one day dispatching will be central, but not right now. Mr. Huber feels the community need their own communication center. Mr. Carpenter likes the small town police force; neighborhood policing, citizens knowing the police officers. Chief Dillard states the police department is attempting to implement community -wide neighborhood crime watch. Mrs. Kuhn CAB Minutes December 10, 1997 Page 2 of 2 mentioned the "Broken Window Theory" (if a window is broken in a neighborhood, have the window repaired to prevent decline of the neighborhood and this show residents do care about the neighborhood; residents and police working together) to Chief Dillard. Mrs. Kuhn recommended "Fixing Broken Window Theory" (officers becoming familiar with who's who in the neighborhood) to Chief Dillard for police officers. Mr. Legge complained of speeders in the Kaywood area. Stated drivers do not adhere to posted speed signs. Mr. Legge suggest to Chief Dillard to have a patrol vehicle park in the area between 4:00 PM — 4:30 PM and at various times. Chief Dillard to have the S.M.A.R.T. trailer (speed monitor) and an officer with radar observe the area. Mr. Carpenter state to CAB members, the City Charter can be obtained from the City Clerk's office for a small fee. States it is good to know and understand the Charter. There being no further business, the meeting was adjourned at 8:00 PM.
