PRESENT: Bernard Brown, Richard Huber, Paul Legge, Dean Ray, Joan Campbell, Linda
Kuhn, Tom Carpenter, Rev. Ricky Scott, Police Chief Joe Dillard, Commander
Willie Harden and Gracy Posley
This meeting was called to order by Chairperson Brown. Mr. Brown requested approval of CAB
minutes for June 11, 1997 if there are no changes or corrections. Motion made by Mr. Legge,
seconded by Mrs. Campbell, motion carried for the minutes to be approved.
The by -laws have been submitted to the City Commission. Mr. Huber asks what is CAB to do?
Mr. Brown replies to abide by the City ordinance and by -laws when approved by the City
Commission.
Mrs. Kuhn compliments Chief Dillard and the police department on traffic and crowd control re
the July 4th fireworks. Mr. Huber states he saw an officer on a bicycle during the July 4th
event. Asks if officers will be riding the bicycles on a regular basis? Chief Dillard responds he
is trying to get the bicycles to be a regular part of operating procedures. There are several
officers certified to ride the bicycles; bicycles were being used in Community Relations.
Rev. Scott comments 13th St. is looking good during late night hours. Asks Chief Dillard if this
will be an ongoing effort? Chief Dillard responds officers will patrol area as often as possible,
but officers will move to other areas. Chief Dillard advises the police department/CDBG has
applied for $180,000. in grant money to fund a community policing team which would finance
four officers for one year. These officers will be used in problem areas as needed. Mr. Ray
asks Chief Dillard of an update on Pine Shadow Apartments. Chief Dillard advises of the special
security detail at Pine Shadows. The State gave residents at Pine Shadows 30 days to find new
residency. Mrs. Kuhn advises the City of Sanford had turned the water off at Pine Shadows due
to a $15,000. past due bill; but the water has been turned back on for residents who are still
living there because of humanitarian reasons. Mr. Legge enlightens CAB re Pine Shadows being
owned by Liberty National Bank; the property is in foreclosure as of approximately two days ago.
States approximately ten people still living there. The State canceled the license for the
apartments. On 7/08/97 night, the Code Enforcement Board acted on what was before them.
Code Enforcement voted to fine the bank $250. /day starting immediately with the City
Commissions approval. Code Enforcement requesting City Commission to respond within 72
hours. The City Attorney is to research to determine if the Building Official can force the people
who are now living at Pine Shadows to vacate the premises due to unsafe and unsanitary
reasons. The City will have to be careful in having these people removed in regards to the
liability involved.
Ms. Denise Hurley (from the audience) of Glass Addicts, 104 S. Park Ave. makes a complaint re
2 hour parking in the area of her business not being enforced. States nearby merchants are
parking over the 2 hour time. Says she has called the police department for three years re this
problem. Ms. Hurley gave a video to Chief Dillard to review. Ms. Hurley comments she
accidentally hit her panic alarm on July 4th and the police department responded within three
minutes. Mr. Huber asks where does the parking money go? Chief Dillard advises to the City
not only to the police department. Ms. Hurley asks what are the requirements for the bicycle
rider police officers? Chief Dillard responds, very extensive.

Mr. Carpenter distributes a police department survey form to members for their ideas and asks if
it should be implemented? Mr. Carpenter was considering having random registered voters in his
district complete the survey. Mrs. Campbell states possibly the form could be used within
Mr. Carpenters neighborhood watch. And does not suggest this be a form for CAB's use; the
Board agrees. The City Commission has to approve such forms. Mrs. Campbell states a form
of this nature should not be limited to one area. Chief Dillard states if permitted it should be
City wide. Chief Dillard comments on the police department survey form he had mentioned to
CAB at an earlier meeting. Mr. Legge comments the police department is presently being
assessed. Chief Dillard states whatever deficiencies are made known from the assessment will
be undertaken to be corrected.
Mr. Ray asks if any suggestions have been received from suggestion boxes? Suggestions boxes
have only been posted at the police department. Chief Dillard states one suggestion was
received re putting a sign in the lobby of the police department re phone use and contacting the
Communications Center after regular business hours.
There being no further business, the meeting was adjourned at 7:50 PM.
