PRESENT: Bernard Brown, Richard Huber, Linda Kuhn, Paul Legge, Kevin Hipes, Dean Ray,
Joan Campbell, Police Chief Joe Dillard, Deputy Police Chief Dennis Whitmire,
Cmdr Willie Harden and Gracy Posley
This meeting was called to order by Chairperson Brown. Chairperson Brown requested approval
of CAB Minutes for April 23, 1997 if there are no changes or corrections. Motion made by
Mr. Hipes, seconded by Mr. Huber, motion carried for the minutes to be approved.
Chairperson Brown welcomes new members Paul Legge and Linda Kuhn. Request sent to City
Commission re membership of Rev. Ricky Scott and Willie McClennon to be removed from CAB
due to non - attendance. Rev. Scott advised the City Commission he wishes to remain a CAB
member and will attend upcoming meetings. No response from Mr. McClennon; City Commission
will send him a letter re removal.
Chairperson Brown request sub - committee reports. Mr. Hipes distributes draft and report on by-
laws. Section C.4. to include phrase relating to sub - committees to meet in the Sunshine Law;
sub - committees to report to CAB and section C.6 minor change to procedure for members being
removed from the Board. When completed, by -laws will be submitted to the City Commission for
approval. Mrs. Campbell explains the Hearing Process for a CAB hearing. When Hearing
Process draft is completed, Mrs. Campbell will forward a copy to CAB members. Hearing
Process to be included with by -laws.
Mr. Hipes suggest Chief Dillard create future Agenda items. Board members are also free to
submit items for the Agenda. Mr. Legge comments CAB is to focus on real problems and that
the Board is to suggest and make recommendations. Mrs. Campbell state suggestions are to be
offered not opinions. Mr. Legge directs the question to Chief Dillard, does Chief Dillard have a
problem with him talking to the employees. Chief Dillard responds, he has no problem with
Mr. Legge talking to employees. But if Mr. Legge's interest to talk to employees is in re to
police department matters, the Mayor /City Commission is in the process of hiring an assessment
firm for police department issues.
Board comments, again, on the importance of advertisement for CAB to make the public aware
the Board is in effect. Mr. Hipes want to know if the City Commission will announce at their
regular meetings upcoming CAB meetings; Miss Posley to contact the City Clerk's Office.
Mr. Hipes suggest Board members to bring citizens at the next scheduled CAB meeting with
suggestions /recommendations. Board also requests a listing of other City boards and meeting
dates. This list would be in relations to CAB advertisement.
Mrs. Campbell announces a Community -Wide meeting at the Boys and Girls Clubs, Saturday,
May 17, 1997 12 PM; inviting CAB members to come. Mrs. Campbell poses a complaint from
a resident re loitering in the area of Carver Ave. /Academy Ave; Cmdr Harden to checkout.
Mr. Huber states he was advised that 80% - 85% of police calls were west of Hwy 17 -92.
Deputy Chief Whitmire comments the majority of calls are south of 25th St. Deputy Chief
Whitmire suggest police related complaints continue to be called in to the police department as
usual.

Chairperson Brown asks what will be the regular schedule meeting date for CAB? Motioned
made by Mr. Hipes, seconded by Mr. Legge for CAB to meet the second Wednesday monthly at
7:00 PM.
There being no further business, the meeting was adjourned at 8:15 PM.
