PRESENT: Bernard Brown, Joan Campbell, Richard Huber, Earl Myers, Kevin Hipes,
Dean Ray, Police Chief Joe Dillard, Cmdr Willie Harden and Gracy Posley
This meeting was called to order by Vice - Chairperson Brown. Vice - Chairperson Brown request
approval of CAB Minutes of March 26, 1997 if there are no changes or corrections. Motion
made by Mrs. Campbell, seconded by Mr. Huber for the minutes to be approved.
Vice - Chairperson Brown request sub - committee reports. Mr. Hipes report re by -laws. Board in
agreeance to change proposed by -laws C.4. (creation of sub - committees re non - members).
Board states sub - committee non - members to be approved by the City Commission. Suggested
by Vice - Chairperson Brown to have by -laws approved by the City Commission. No information re
hearing process. Mrs. Campbell and Mr. Myers to have hearing process information available for
next meeting. There were no changes re the people of Sanford report (re communication with
citizens, the media, etc.) by Mr. Huber. Vice - Chairperson Brown designates Dean Ray as the
contact for the media. Mr. Huber comment citizens can be made aware of CAB by way of a
note on the back of the utility bill.
Vice - Chairperson Brown states the Board needs to elect a chairperson. Motioned by Mr. Hipes,
seconded by Mrs. Campbell for Bernard Brown to be CAB's chairperson. Motioned by
Mr. Huber, seconded by Mr. Ray for Kevin Hipes to be CAB's vice - chairperson.
Chairperson Brown mentions the resignations of Lynn Stogner effective April 11 and Martha
Yancey effective April 14. Rev. Ricky Scott and Willie McClennon have never attended a CAB
meeting; CAB has not received notification from them that they would not be attending a
meeting. Board agrees to notify City Clerk/City Commission to have these individuals and the
noted resignations removed as CAB members.
Per Chairperson Brown via Mayor Dale /City Commission, CAB to operate under City ordinance
#3306 (creation of the Citizen's Advisory Board). CAB to continue having bi- weekly meetings
as /when necessary.
Chairperson Brown distributes memo and ask CAB members if available to attend the Sheriff's
Department Citizen's Advisory Board presentation at the City Commission Workshop, City
Manager's Conference Room, City Hall, April 28 3:30 PM.
Police Chief Dillard reaffirms his desire to work with CAB and mentions some concepts to
implement as Police Chief. Chief Dillard comments re a citizen's survey form re an officer's
performance, etc. CAB to provide questions, ideas re this form. Mrs. Campbell states the
citizen's survey form should consist of ten questions or less with a comment section. To have
result come to the Police Chief's Office. Mrs. Campbell feels overall comments will be positive.
Mr. Hipes comment to the Police Chief that Chief Dillard will have to educate CAB on the police
department. Chief Dillard in agreeance; states some things he will not be able to give specifics
on due to confidentiality and things inside the department the public cannot be made aware of.
There being no further business, the meeting was adjourned at 8:00 PM.
