CITIZEN'S ADVISORY BOARD
Minutes

PRESENT: Martha Yancey, Lynn Stogner, Dean Ray, Richard Huber, Bernard Brown, Kevin
Hipes, Earl Myers, Joan Campbell, Police Chief Joe Dillard, Deputy Police Chief
Dennis Whitmire, Commander Willie Harden, Commander Aaron Keith and
Gracy Posley
This meeting was called to order by Chairperson Yancey. Chairperson Yancey requests Miss
Posley to read CAB Minutes of February 19, 1997. The minutes were read, motioned by
Chairperson Yancey, seconded by Mr. Stogner for the minutes to be approved as read.
Chairperson Yancey explains the purpose of organizing CAB. The Board itself has to be
organized when presenting to citizens and dealing with the public.
Each member of the Board introduces themselves and mentions their interests and concerns re
CAB. As part of Chairperson Yancey's introduction, she comments on the importance of input
from the public.
Chairperson Yancey appoints Mr. Hipes, Mrs. Campbell and Mr. Brown to the sub - committee in
designing CAB by -laws. Mr. Stogner advises he has a Master Plan manual re City of Sanford's
boards /committees by -laws that can be used to assist this sub - committee. Chairperson Yancey
appoints Mr. Stogner and Mr. Myers to the sub - committee re CAB's hearing process. She
requests these sub - committees have information available for the March 26, 1997 meeting.
Assigned to the sub - committee for the people of Sanford for public communication are
Chairperson Yancey, Mr.Ray and Mr. Huber.
Appointments to be made soon by Chairperson Yancey appointing (3) persons Board members
and/or non - members to sub - committee the assessment of the Sanford Police Dept.'s needs and
resources as specified in the CAB ordinance. Chairperson Yancey will be one of the three
constituents on this sub - committee. This assessment will be an extensive research study to be
conducted on the Police Chief's position and down through the ranks, etc. The assessment will
be lengthy. Appointees are to be non -bias. CAB is to assist the police department in any way
necessary. This sub - committee's first responsibility will be to the City Commission, second to the
police department and third to the citizens.
Mr. Stogner comments that a full CABoard is needed. Board members present were in
agreeance. Members absent from the first two meetings are to be contacted by Chairperson
Yancey re their membership. Chairperson Yancey states CAB membership is for teamwork and
that this membership is not to make a resume look good. Attendance by Board members is
extremely important and will be adhered to.
Nancy Kennedy, resident from Groveview Villas talks of how well their neighborhood crime watch
is working for their area. States citizens and officers should be more involved with one another
as a community. Commander Keith emphasizes the importance of neighborhood crime watch; it
works.

In closing remarks, Mrs. Campbell comments members should stay focused on the goals of
CABoard. Mr. Hipe comments to invite neighbors to CAB meetings. Mr. Brown directs the
comment, " ...this too shall pass " to Police Chief Dillard as his support to the Police Chief and the
1 police department. Mr. Hipe gets answers re touring the police department and the police
department's ride -a -long program. Mr. Stogner again, stresses each member to ride with an
officer. Police Chief Dillard pledges to give his assistance to CAB.
This Board is for the harmony for the betterment of Sanford, Chairperson Yancey. Advertisement
of CAB can be relayed by members to the newspapers, the community and people of other
Boards and organizations. Via the City Attorney, Chairperson Yancey advises any game activities
between the police department employees /citizens /public has to be initiated by the police
department not CAB in regards to public relations.
There being no further business, the meeting was adjourned.
