City Commission Chambers
PRESENT: Bill Gibson, Mark McCarty, Agnes Knighton, Nancy Roberts, Brian F. Tooley -Chief of
Police, and Gracy Posley
Absent: Excused —Tom Carpenter, Dave Daly, Dr. Brenedette Hardy -Blake and Dave Hall
Called to Order by Chairperson Mr. Gibson.
Police Chief Tooley stated former Board member Kim Bridges will be contacted regarding receiving
her plaque from CABoard.
Old Business
. Police Chief Tooley stated Dave Hall advised him his capias arrest was No File (insufficient evidence
to charge). Miss Posley verified the No File via the State Attorney's Office. Police Chief Tooley and
Mr. Gibson requested documentation be received from the State Attorney's Office for file purpose and
for Board members.
• The revision of the Board's By -Laws proposed by Lonnie Groot, Assistant City Attorney were tabled
due to no quorum.
' Chief Tooley stated City Manager Al Grieshaber thanked the Citizen's Advisory Board
reference his letter of appreciation.
• Mr. Gibson commented Sgt. A. Johns assisted wonderfully during the November 28 week Officer
Aviles was in SWAT training. Mr. Gibson commented the school resource officer is to interact with
the children as Sgt. Johns performed. Mr. Gibson anticipates the SRO to be on the school campus
daily. Police Chief Tooley and Mr. Gibson agreed for Sgt. Johns to work closely with Ofr. Aviles for
the next several weeks.
Mr. Gibson requested Minutes of October 13, and November 10, 2004 be tabled due to there not
being a quorum.

' Police ESU /SWAT placed 42 out of 65 during the November SWAT Roundup training.
The officers received great training and came in contact with good equipment for purchase.
"City Commission /City Manager are consolidating and /or eliminating some City Boards /Committees.
Members present suggested the City Manager be advised for CABoard to remain a stand alone
Board. Mrs. Roberts stated members of this Board are time committed opposed to volunteer hours.
• Apprised members of accreditation on -site for 12/08/04. 1 pm – 4pm a dedicated phone -in line was
available for citizens to call in. Mr. McCarty inquired as to how employees became motivated toward
accreditation? Police Chief Tooley stated via lineups, surprise assessor and continuous friendly
reminders. Mr. Gibson added accreditation is integral for the growth of Sanford.
There being no other business, the meeting was adjourned at 7:25 pm.
