PRESENT: Bill Gibson, Tom Carpenter, Mark McCarty, Agnes Knighton, David Hall,
Nancy Roberts, Dr. Brenedette Hardy - Blake, Brian F. Tooley -Chief of Police, and
Gracy Posley
Absent: Excused —Kim Bridges and Dave Daly
Called to Order by Chairperson Mr. Gibson.
Mr. Gibson requested Minutes of August 11, 2004 be adopted if there were no changes. Motioned
by Mr. Hall, seconded by Mr. Carpenter; Minutes were adopted.
Mr. McCarty (November 11) and Mr. Daly (October 14) terms expiring agreed to continue as Board
members.
Members discussed the revision of the Board's By -Laws. In particular, section B.S. regarding the
arrest/suspension of a Board member. Mr. Gibson recommended these revisions be forwarded to the
City Attorney.
Chief Toolev Address CAB
• Sgt. D. Morgenstern promoted 10/11/04. The current sergeants list he was selected from will expire
October 2004. The sergeants list can be updated annually or not less than bi- annually. The next
exam for the sergeants list is scheduled for October 12 & 13. An exam that is challenging, but fair.
• Hurricane disaster ribbons will be presented to police department employees. All employees made
extra efforts and sacrifices to assist during the hurricanes.
• Five (5) citizens are enrolled in the Citizens On Patrol Academy 10/5 -28.
• The Volunteer Program Coordinator and volunteers office is now located in the WalMart Plaza.
• Comprising an Employee Advisory Committee consisting of civilian and sworn personnel who will
discuss concerns that will impact and enhance the police department.
• SP.D. will implement the Motors Unit (Harley- Davidson) this month (October). Six (6) motorcycle
officers are near completion of 80 hours training. All local motorcycle officers will meet one (1) day
monthly for training. Police Chief Tooley will have a motors officer attend the November meeting.
Mr. McCarty inquired re the advantage of a motorcycles unit? Police Chief Tooley stated statistics
show citizens biggest complaint is of speeding, running STOP signs, traffic complaints. A motorcycle
can be concealed better than a police vehicle during traffic enforcement, they are very useful during
funeral escorts. The traffic unit maintains a list of weekly traffic complaints that are enforced.
Emphasis is on safety. A motors officer riding during the rain will be minimal. One day a week, the
SP.D. motors unit will work together. Grant funds purchased these motorcycles.
• Police Department to acquire Code Enforcement, not the Building Department by the end of the
year. Many cities are incorporating code enforcement apart of their police agency.

New Business
• Mr. McCarty (a member of the City of Sanford's Public Safety Complex Committee) commented the
Committee has narrowed the architects to two (2) re a new public safety complex. The City Manager
will determine the final architect. The plans for the property are of quality and the land is being
prepared.
Mr. Gibson stated the public safety complex will be a flag of success for the City of Sanford.
• Mr. Gibson complimented the City of Sanford and the Police Department regarding their efforts and
relief during hurricanes Charley, Frances and Jeanne. Police Chief Tooley thanked Mr. Gibson
(Sanford Middle School) for the citizen's information the school's marquee provided during the
hurricanes.
. Mr. McCarty (problem at 25 St, 26 St/Sanford Ave. — McConnell's Towing) and Mr. Carpenter
(problem at Santa Barbara Dr /Hiawatha) stated A -frame announcement signs and cars being
positioned too close to the curb are interfering with a driver's view and is also a code violation.
There being no other business, the meeting was adjourned at 7:25 pm.
