PRESENT: Bill Gibson, Tom Carpenter, Mark McCarty, David Daly, David Hall, Nancy Roberts,
Dr. Brenedette Hardy - Blake, Brian F. Tooley -Chief of Police, and Gracy Posley
Absent: Excused —Kim Bridges and Agnes Knighton
Called to Order by Vice- Chairperson Mr. Gibson.
Police Chief Tooley welcomed Al Grieshaber, City Manager to the meeting. Mr. Grieshaber was in
attendance re a new public safety complex. He stated the project is alive and well and looking
forward to the start of this project. He commented regarding budgeting for this venture and concerns
of how the funds are to be repaid. It is anticipated the complex will be privately funded and
recommended for commercial financing. Stated law enforcement is not a generic building; the City
must acquire an architectural firm with a specialty in building public safety facilities. Architects that
have met the City's requirements will meet August 17. There are environmental concerns reference
the W. 13 St. location. There may possibly be groundwater contamination due to leaking
underground storage tanks from the 1992 gas station that was near the area. This is a concern that
must be monitored. The approximate cost for this monitoring is $5,000. per month. (Inquiring for the
State to pay this fee) Two underground testings, 30" shallow have resulted in positive readings. An
alternate site that has been considered is the vacant property adjacent to Sanford Middle School.
Mr. Grieshaber likes the woodland space and would like for the property to continue to be used for
children's football practice or as a park.
(Mr. Mark McCarty is a member of the City of Sanford's Public Safety Complex Committee)
Mr. McCarty inquired, City Manager responded environmental contamination is a lifetime liability
which is a current concern with the W. 13 St. property. Mr. McCarty commented on the trend toward
"sharpening the pencil" reference construction costs and cost of concrete continually increasing.
Dr. Hardy -Blake commented she is optimistic of Mr. Grieshaber and the new public safety complex.
She has tracked Mr. Grieshaber's history since his embarkment in Sanford.
Mr. Grieshaber enthusiastically answered all questions asked of him by the CABoard; answering
many questions before they were asked. Members present were thankful for his presence.
Chairperson and Vice - Chairperson Election opened by Police Chief Tooley - Nomination, motion,
and second was a consensus of members present for Mr. Gibson current vice - chairperson to become
chairperson; nomination adopted.
Mr. McCarty nominated by Mrs. Roberts, All In Favor responded with "aye "; nomination for
Mr. McCarty for vice - chairperson was adopted.
Mr. Gibson requested Minutes of June 9 and July 14, 2004 be adopted if there were no changes.
Motioned by Mr. Hall, seconded by Mr. Daly; Minutes were adopted.
Police Chief Tooley informed members he had spoken with Dean Ray. Mr. Ray resigned his
membership with the Citizen's Advisory Board.

. July 13 -15 accreditation mock went well; enlightening the police department of areas to develop
before the December accreditation on -site.
• Local Law Enforcement Block Grant for 2004 -2005 in the amount of $45,000. will be used to
purchase various police equipment and /or overtime for sworn or civilian personnel.
• SGTV (The Law and You program) in negotiations with Officer D. Morgenstern, Sanford Police.
'New courthouse (101 Bush Blvd.) will open 8/20/2004. The old courthouse will be for civil court.
• Reminded members to meet only within the Sunshine Law (F.S. 286.011).
There being no other business, the meeting was adjourned at 8:15
