PRESENT: Tom Carpenter, Mark McCarty, David Daly, Dr. Brenedette Hardy - Blake, Brian F.
Tooley -Chief of Police, Dean Ray, and Kena Arts (for Gracy Posley)
Absent: Excused —Kim Bridges, Bill Gibson, Nancy Roberts, Agnes Knighton, and David Hall
Called to Order by Chairperson Mr. Carpenter
Mr.
Carpenter requested the CABoard minutes q es for June 9, 2004 be tabled due to no quorum.
Police Chief Tooley informed the board of Dean Ray's suspension during this meeting. Police Chief
Tooley advised the board the case was nolle prossed and there were no charges pending. Mr.
Carpenter suggested the disposition of Dean Ray's board membership be tabled until next meeting
due to no quorum. Mr. Carpenter also advised he would contact all board members to stress the
importance of attendance for next month's meeting. Police Chief Tooley advised he would respect
the wishes of the board concerning this case.
Police Chief Tooley mentioned the current controversy surrounding the media's exposure to the Code
Enforcement city employee that was allegedly involved with a prostitute. The employee voluntarily
submitted to a Computerized Voice Stress Analysis (CVSA) test only on the grounds of answering
what took place that particular evening. The CVSA operator stated the employee was truthful. The
City Manager recommended a 3 -day suspension.
Police Chief Tooley informed the board the situation regarding the misuse of a golf cart by a city
employee was under investigation.
Chief Toolev Address CAB
• Mentioned mock Accreditation team has permission to assess department day /night asking job -
related questions to staff during July 13 -15; this will be a dry run to inform department of all
problems to help prepare for official accreditation examination, October 19 -21. The police
department displayed special units such as Bikes, DARE, Traffic, etc. at Ft. Mellon Park. Due to
absences of command staff for mock accreditation, a Special Notice was distributed, freezing
supervisory leave during the official assessment.
No major discrepancies were found during the inspection as of yet. The board was informed a
command staff meeting is scheduled for July 15 for briefing on the findings of the assessors. Dr.
Hardy -Blake inquired the location of housing for the mock accreditation team. Police Chief Tooley
stated they were residing at the Marina Hotel until completion of assessment.
Mr. McCarty asked what would result if the Sanford Police Department failed to meet accreditation
standards. Police Chief Tooley assured Mr. McCarty the police department will be ready for
inspection by the fall assessment date.
• Commented Commissioner Williams inquired about a new public safety building at •
Commissioner's meeting; all were in favor. Police Chief Tooley provided board members with a
copy of a newspaper article addressing the issue regarding the new building.
Mr. McCarty inquired why funds for new building were not addressed during the budget
discussion. Police Chief Tooley advised the board he was unsure. City Manager Al Grieshaber
will attend CABoard meeting on August 11; the board will be able to address concerns at that
time.
Police Chief Tooley will be addressing the environmental concerns (13 St./ Lake Ave. property)
with the environmental representative. Submissions from Architects have been received; out of
the five (5) firms that responded, only three (3) were selected. Mr. Bill Smith, Purchasing
' Manager, will schedule meetings with these firms next week.
Mr. Carpenter suggested City Commissioners advise CABoard of miniscule amount needed per
tax payer reference expense of new public safety building. Police Chief Tooley advised he will
meet with Kevin Smith to obtain the calculations. Mr. McCarty expressed interest in attending City
Commissioner's meeting and wanted to know what day the meetings were held. Police Chief
Tooley advised City Commission meetings are held every other Monday night.
• Mentioned there were currently three officers who have recently been promoted— Lieutenant Chris
Collison, Sergeant Anthony Raimondo, and Sergeant Joseph Santiago (present ranks).
• Commented reference to Sanford Police Department forming a partnership with Florida
Department of Law Enforcement (FDLE) in order to solve the Cold Case homicide of Cumetha
Ammons. A panel of experts helped to profile the possible suspect(s). Police Chief Tooley
expressed his determination since becoming Sanford Police Chief to solve this particular case.
Pictures were circulated to CABoard members relating to the 2001 Curnetha Ammons Task
Force.
• Mentioned purchase of 125 new weapons along with new safety oriented holsters; $8000 spent
from Equipment Grant. This was a very good deal for the city; Lt. Horan did a great job in making
this happen.
• Mentioned recent Taser meeting with Seminole County Chiefs Association and available Taser
instructors representing local law enforcement agencies. The purpose of the meeting was to
discuss concerns and misrepresentation of statistics surrounding in- custody related deaths. The
statistics were inconclusive and did not support the claim. Police Chief Tooley advised he will
provide the department's Use of Force chart for CABoard review.
New Business
• Mr. Carpenter advised his new email address is thomascarpenter42@hotmail.com
• Mr. Carpenter informed the board of his resignation as Chairman due to conflicts with his
schedule; he will attend the next meeting. Dr. Hardy -Blake advised she will be traveling and will
not be available to attend all meetings. Mr. Daly advised he will resume teaching at Seminole
Community College until Christmas and will not be able to attend all meetings but was very
interested in the position as CABoard Chairperson. Mr. McCarty expressed interest in Chair or
Vice - Chair. Police Chief Tooley advised the board will possibly vote for a new Chairperson during
next month's meeting. Mr. Bill Gibson is presently the Vice - Chairman.
• Mr. McCarty inquired if Dean Ray would return to CABoard. Police Chief Tooley advised he would
review the By -laws to make a determination. Police Chief Tooley advised he will ask Ms. Posley,
CABoard Secretary, to telephone all members and encourage attendance of next month's meeting
for a quorum regarding Dean Ray's suspension. Dr. Hardy -Blake suggested Dean Ray be given a
fair chance to explain the events surrounding his situation.
There being no other business, the meeting was adjourned at 8:OOpm.
