HomeMy WebLinkAbout060914 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, June 9, 2004 6:30 PM City Commission Chambers PRESENT: Tom Carpenter, Bill Gibson, Nancy Roberts, Mark McCarty, David Hall, David Daly, Agnes A Knighton, Brian Too ley - Chief of Police, and Gracy Posley 9 Absent: Excused — Dr. Brenedette Hardy - Blake, Kim Bridges and Dean Ray Guest(s) Mr. Chris Patton and wife (Sanford Herald) Called to Order by Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of April 14 (corrected; Mrs Knighton requested a correction to information regarding drug activity and vehicles without tags in her area; the street address of these activities are also omitted) and May 12, 2004 be adopted if there were no changes. Motioned by Mr. Gibson, seconded by Mr. Hall; Minutes were adopted. Police Chief Tooley introduced Sandra Stuff, SPD's Volunteer Program Coordinator who came on board May 2004. Ms. Stuff gave a presentation regarding volunteer opportunities at the Sanford Police Department and her goals that will correspond with Police Chief Tooley's objectives. One goal is to obtain 100 volunteers within one year's time frame. Police Chief Tooley commented the usage of volunteers will continue to grow as they are a tremendous resource to the agency. Ms. Stuff stated SPD is the only agency within the Central Florida area to have volunteers (4) on bike patrol. A more compelling volunteer uniform (yet not having the appearance of a police uniform) has been approved for volunteers. Police Chief Tooley mentioned volunteers will attend parking citation training (16 hours) June 10. This training will also assist with City Hall's new parking enforcement. Due to the City's growth and special events, parking will become an issue and volunteers will be utilized. Mr. Hall stressed the importance of volunteers being committed in their roles. Mr. Gibson commented being a volunteer is an "ownership thing; a sense of community". Mr. McCarty inquired of obtaining 100 volunteers for the department, Ms. Stuff replied to acquire 100 volunteers will not be a problem. Chief Toolev Address CAB / Mentioned the passing away of former CABoard member Juanita Harold; served 2 years on the Board. ► SPD's Accreditation Mock 7/13 -15 on the RiverWalk; members invited to attend. The mock will provide inaccuracies which must be corrected before the on -site assessment October 2004. Commented reference the City Manager has requested the City Commission prioritize their 5 priorities. Police Chief Tooley's desire is for a new police facility to be a number one or two overall priority. Five Requests For Qualifications received regarding a new public safety complex. These RFQs are architects whose primary experience is erecting police buildings and also meet accreditation requirements. The City has selected a committee that will be involved in selecting architects that will be interviewed. Mr. McCarty has been placed on the selection committee. Mr. McCarty commented now being a great opportunity to construct a new police building regarding cost of concrete and low interest rates. Cost in 5 years will be tremendous. He inquired if the citizens new the importance of acquiring a new police building? Police Chief Tooley stated the City will do a mailing survey to 700 residents in the future regarding this matter. Commenting this vital new police building considered being in the location of W. 13 St. and Lake Ave. will enhance the Goldsboro Community. The police department will be able to operate in partnership with the community, Crooms School of Choice (magnet school of information technology), also Sanford Middle School (magnet school of math and science with an astronaut's program). CAB Minutes June 9, 2004 Page2of2 Mr. Gibson stated now is not the time to delay in this much needed new facility. The growth of Sanford and the current location and size of the police department are not attuned. The changing image of Sanford goes hand -in -hand with a new facility. This will embark a police partnering with parents and schools. Mr. Carpenter stated community leaders must communicate with the citizens. All members present were in agreeance to move forward with a new police facility. Police Chief Tooley is all set and preparing for a new building that will be beneficial and spacious for the future. Ms. Stuff added a new police department will bring more and better use to a facility that is presently under used. There being no further business, the meeting was adjourned at 8:OOpm.
