HomeMy WebLinkAbout051204 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, May 12, 2004 6:30 PM City Commission Chambers PRESENT: Tom Carpenter, Bill Gibson, Nancy Roberts, Kim Bridges, Mark McCarty, David Daly, Agnes Knighton, Brian Tooley - Chief of Police, and Gracy Posley Absent: Excused — Dr. Brenedette Hardy - Blake, David Hall, and Dean Ray Called to Order by Chairperson Mr. Carpenter; thanked Mr. Gibson for chairing the April 2004 meeting. Mr. Carpenter requested Minutes of April 14, 2004 be adopted if there were no changes. Mrs. Knighton requested a correction to information regarding drug activity and vehicles without tags in her area; the street address of these activities are also omitted. Motioned by Mrs. Bridges, seconded by Mr. Gibson; Minutes will be corrected. In view of today's terrorism alert, Police Chief Tooley shared a 15 minute video (Dept. of Justice) on Arab and Muslim Cultural Awareness. The video proved to be educational, pointing out cases of typecast people combined into one group. Police Chief Tooley commented on the role of police officers being sensitive to dealing fairly with ethnicity, culture and race during these times. Motioned by Mr. Gibson, seconded by Mr. Daly, addendum/revision of CABoard By -Laws B.5. (Powers and Duties) were adopted. Chief Tooley Address CAB ■RiverWalk Grand Opening (5/7 -9) was a huge success; great weekend. Florida weather coincided perfectly with the event. ■Most drivers and citizens have adjusted to City Hall's new parking arrangement. City Manager Grieshaber has requested City Commissioners to provide a list of 5 priority matters for the next 5 years. Police Chief Tooley will continue to remind City Commissioners and the public reference the need of a new public safety building being a #1 or #2 priority. Regarding a new public safety building /complex, a Request For Qualification will be opened June 2004. The City Commission will be surveying approximately 700 residents regarding input, information of a new public safety building. The decision to borrow funds or float bonds is a factor regarding payment. Currently, loan interest rates are low. New Business ■Mrs. Roberts commented to Police Chief Tooley to keep a list available reference any SPD projects that need financial assistance. Stated the City Manager /Mayor seem to have funds available. ■Mr. Gibson suggested to Police Chief Tooley when funds are available to have laptops accessible for school resource officers for use on campus. Mr. Gibson previously offered to provide a laptop to Sanford Middle School's resource officer, but was advised police software can only be loaded to the police department's computer. CAB Minutes May 12, 2004 Page 2 of 2 /Mr. McCarty inquired how will the police department plan for additional activities such as RiverWalk, public events, parades, etc.? Police Chief Tooley stated matters will have to be shifted. There will possibly be a change in the budget; grant funds are continuously being sought.
