PRESENT: Bill Gibson, Nancy Roberts, Mark McCarty, David Daly, David Hall, Agnes
Knighton, Brian Tooley - Chief of Police, and Gracy Posley
Absent: Excused — Tom Carpenter, Kim Bridges, Dr. Brenedette Hardy - Blake, and
Dean Ray
Called to Order by Vice- Chairperson Mr. Gibson.
Police Chief Tooley introduced new CABoard member Agnes Knighton. A round table introduction was done
by members present.
Police Chief Tooley introduced Kathy Forrest, Crime Analyst who provided useful information of her role in
assisting the SPD in Sanford's crime and statistics. Handouts were provided regarding usage of patterns and
trends of crime that assist the officers work productivity. Mrs. Forrest reviews local, state, and national crime
information daily, analyzing its purpose and the benefits to Sanford and its citizens.
Coincidentally, crime data and a photo of an arrested burglary suspect circulated during Mrs. Forrest's
presentation was a suspect who had come to the home of Mr. McCarty soliciting work.
Mrs. Forrest duties and competence provides essential information that keeps Patrol, Investigations,
Administration, and community policing well informed.
Mr. Gibson requested Minutes of March 10, 2004 be adopted if there were no changes. Motioned by Mr. Hall,
seconded by Mr. Daly; Minutes were adopted.
Old Business
■Members were informed the CABoard letter supporting Police Chief Tooley's suspension (pending judicial
determination) of Dean Ray was mailed to Mr. Ray regarding his March 2004 arrest.
■Plaque of Appreciation to be presented to Juanita Harold (former member due to illness) by Police Chief
Tooley when suitable for Mrs. Harold.
■Motioned by Mr. Hall, seconded by Mrs. Roberts for CABoard By -Laws (B.5.) to be revised per verbiage
provided by Mr. Daly.
Chief Toolev Address CAB
► City Hall parking enforcement waming will begin April 19, issuance of citations will be enforced effective
April 26 regarding this parking lot for use by City employees and City business only. Courthouse
employees /business will utilize the Courthouse east parking lot. Currently the Finance Dept. will collect the
citation fees. Officers will attend a 40 hours parking citations course.
Lieutenants and sergeants participated in an in -house 100 Written Directive Questions, April 14. The
assessment was educational for all involved.
While attending the Florida Police Chiefs Assoc. conference in Tallahassee, April 12, Police Chief Tooley
had the opportunity to visit the Pat Thomas Law Enforcement Center. Stated the newly built facility is first -
class, and is used by local law enforcement, sheriffs, Florida Highway Patrol, Florida Dept. of Law
Enforcement, and state officers.

New Business
■ Mrs. Knighton reported possible drug activity in her area and U -Turns being made on her property. Police
Chief Tooley to convey to the appropriate Units.
■Police Chief Tooley informed members police officers have had to request citizens in vehicles and on foot to
leave the location of the RiverWalk while under construction. This is being done for the safety of citizens
because area is a construction site.
There being no further business, the meeting was adjourned at 8:10pm.
