HomeMy WebLinkAbout031004 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, March 10, 2004 6:30 PM City Commission Conference Room PRESENT: Bill Gibson, Nancy Roberts, Kim Bridges, Mark McCarty, David Daly, Dr. Brenedette Hardy - Blake, Brian Tooley - Chief of Police, and Gracy Posley Absent: Excused — Tom Carpenter and Dean Ray Called to Order by Vice - Chairperson Mr. Gibson. Police Chief Tooley introduced Cheryl Turner, Accreditation Manager who provided an update regarding SPD's accreditation and the Mock Static Display on the RiverWalk 7/13/04. Mrs. Turner stated SPD becoming accredited must meet and maintain a high level of professionalism via State Accreditation. The Mock Static Display will invoke questions by the assessors surrounding the department's vehicles, uniforms, policies, etc. Participating in the Mock will be swom and civilian employees. SPD's accreditation endeavor was put forth August 1999. There are 276 State policies and compliances required; 96 requirements for National accreditation. Because of stringent guidelines that must be adhered to regarding accreditation, being accredited is an asset concerning insurance and liability matters. Mr. Gibson requested Minutes of February 11, 2004 be adopted if there were no changes. Motioned by Mr. Hall, seconded by Mr. Daly; Minutes were adopted. Old Business New public safety complex - Police Chief Tooley stated positive comments were given at the March 8 City Commission meeting regarding moving forward with this project. March 11, Police Chief Tooley will attend an Architect Designs seminar (planning, funding and obtaining a new facility) in Winter Park. Members present requested /agreed to invite Mayor B. Lessard and City Manager A. Grieshaber to the April 14, 4004 CABoard meeting reference a new public safety complex. Chief Toolev Address CAB ►Informed members Dean Ray is suspended from Citizen's Advisory Board and SPD's Citizens on Patrol due to his March 2004 arrest. Mr. Ray's suspension will be in effect until a judicial decision is rendered. Members present were in agreeance that no one with a negative image should be attached to the Board. Motioned by Mr. Daly, seconded by Mr. Hall for CAB By -Laws to be revised regarding conduct unbecoming. ■Interviewed (March 15) Agnes Knighton as a CAB member. Applicant has agreed to serve on the Board; with aim to be present at the April 14 meeting. ■Special Events — Rock 'n Racing, approximately 2,300 attended. Mardi Gra was well attended. New Business ■Motioned by Mrs. Bridges, seconded by Mr. Hall that CABoard is in support of Police Chief Tooley's decision of Mr. Ray's suspension; Board letter to be mailed to Mr. Ray. ■Plaque of Appreciation to be ordered for Juanita Harold. Term expired; no longer able to serve due to illness. There being no further business, the meeting was adjoumed at 7:45 pm.
