PRESENT: Tom Carpenter, Nancy Roberts, Mark McCarty, Dean Ray, Bill Gibson, David
Daly, Dr. Brenedette Hardy - Blake, Brian Tooley - Chief of Police, and Gracy

Absent: Excused — Juanita Harold, Kim Bridges & David Daly
Called to Order by Chairperson Mr. Carpenter.
Police Chief Tooley introduced Officer T. Huynh who provided a Taser demonstration (100% non - lethal
weapon), model M26. SPD is now purchasing X26 tasers which is a smaller version with the same effect.
Officer Huynh explained and demonstrated the tool that became a part of SPD equipment in 2003. She
advised the taser was developed in 1998. Use of the taser reduces physical contact between the officer and
a criminal. Since inception at SPD, officer and suspect injury has decreased. The taser's data port records
date and time information that is a safeguard for abuse and false claims. It discharges up to 21 feet, has a
dual purpose (touch and taser probe), the battery is recharged weekly. This weapon is low on SPD's
continuum of force. Mr. Carpenter and Mr. McCarty were the courageous volunteers who were tasered.
Terms are expiring for Mrs. Bridges 2/13/04 and Mr. Hall 3/30/04 who agreed to continue as members.
Mrs. Harold's term expire 2/13/04 (has been ill), creates one vacancy.
Mr. Carpenter requested Minutes of January 14, 2004 be adopted if there were no changes. Motioned by
Mr. Ray, seconded by Mr. Hall; Minutes were adopted.
Old Business
►Mr. Gibson shared a CAB draft support letter to be forwarded to the City Commission regarding a new public
safety building. Members present were in agreeance to proceed.
►Police Chief Tooley continues to consider the public information officer to be in uniform. Inquiry of
Mrs. Bridges.

/ Commented re Officer T. McCall's funeral. Counselors were available for employees.
/Sgts R. Smith and C. Collison graduated from Southem Police Institute (2/13/04). (400 hours - attend 2-
weeks, off 2- weeks) All lieutenants have graduated from SPI, all sergeants will eventually attend. Graduating
from this course is a requirement of all lieutenants and sergeants by Police Chief Tooley.
SPD's mock accreditation static display scheduled for 7/13/04 on the RiverWalk. Accreditation Manager
Cheryl Turner to give an update at CAB 3/10/04.
/ Upcoming events — Rock n' Racing 02/12/04 and Mardi Gras 02/21/04.
Crime stats discussed for January 16 -31.
There being no further business, the meeting was adjourned at 8pm.
