Called to Order by Chairperson Mr. Carpenter.
Mr. Carpenter requested the Minutes of September 10, October 8, & November 12, 2003
be tabled due to their not being a quorum.
Police Chief Tooley introduced traffic officer Tom McCall who provided a crash scene laser
demonstration. This $14,000. laser equipment acquired March 2003 was donated to the
Sanford Police Department via an Institute of Police Technology and Management grant
drawing. The laser has the capabilities of precisely mapping (formulas are available) a
crash scene, can be used as a speed detector and boom box noise measuring. This
equipment is an amazing piece of technology. It creates a safer environment for officers
during an accident, saving officers remarkable time in calculations and expeditious
completion of crash scene reports.
Chief Tooley Address CAB
/SPD's Emergency Service Unit competed for the first time in the international SWAT
roundup (80 teams) November 9, 2003 week. Training was great for the team, officers got
the opportunity to network, and they are preparing for 2004 competition.
•SPD will be replacing 80 (1988) Sig Sauers with Sig Pros. Cost effective compared to
refurbishing; all officers will be equipped with a new weapon and holster.
•January 3, 2003 PD's reorganization will be effective. This reorg will allow 6 patrol squads
to alternate 3 days on, 3 days off, decreasing officers workload and more police will be on-
duty during peak levels.
Because of the reorg, the Downtown Service Center and 13 Street Community Service
Center will be staffed 40 hours/week.
•City Manager Greishaber has agreed to have the Smoking policy revisited regarding law
officer employment. Which currently states an officer has not used tobacco products for at
least one year preceding an application for employment. Expected revision to include an
extended time frame reference tobacco products use.
•There were no problems involving the 12/6 Christmas parade. (50-60 officers used)
