PRESENT: Bill Gibson, Kim Bridges, Nancy Roberts, Mark McCarty, Brian Tooley - Chief
of Police, and Gracy Posley
Absent: Excused — Tom Carpenter, Juanita Harold, Dave Daly, Dean Ray, Dave Hall
& Dr. Brenedette Hardy -Blake
Called to Order by Vice- Chairperson Mr. Gibson.
Mr. Gibson requested the Minutes of September 10 and October 8, 2003 be tabled due to
their not being a quorum.
Chief Toolev Address CAB
■Sanford police has two teams participating in SWAT Roundup Orlando (11/9 -14). Over 80
teams involved in this international roundup. This is SPD's first entry into SWAT Roundup;
to this point Sanford officers are fairing well.
SPD will begin utilizing propertybureau.com to auction evidence via the intemet. The
company will pickup all items to be sold. This will generate revenue for the City. Former
Los Angeles police chief Darrel Gates is the founder of the bureau.
■January 2004 there will be an intense reorganization at SPD. (organizational chart for
December 2003 meeting; Miss Posley will bring) Lieutenants will be reassigned and are building
their sergeants team of support. Sergeants will be given the opportunity to give three
different choices for assignment. The reorganization will allocate lieutenants more
accountability. Reports have revealed peak calls occur between 12:30pm — 1 pm daily.
Calls are averaging (5) up to 5am, and (18) up to 6pm. The 12pm — 12am shift will be
strongly staffed; 6am — 6pm shift will be properly staffed as well. Officers will work a fixed
shift schedule.
Additional changes will include an added sergeant to internal affairs, four traffic officers will
be assigned to squads (disband traffic unit), an additional tactical unit.
■The City of Sanford is purchasing the Old Post Office (Palmetto Ave.) with intentions of
the Police Department occupying the building to have a lakefront presence on Riverwalk.
The status of the First St. sub - station has not been determined.
■City Manager Greishaber has approved the PD having a (2) mounted horse patrol. Two
police department volunteers will provide the horses, training, feed, and grooming.
This year's Christmas Parade is scheduled Saturday, December 6 11 am.

Musicians Cheap Trick and Fog Hat will be in concert February 12, 2004 at Ft. Mellon
Park.
New Business
■Mrs. Roberts inquired regarding Sanford's elevated crime statistics compared to Orlando,
gives the public a faulty perception of Sanford. The statistics include scores of petty
burglaries and drug arrests that increase the statistics. Police Chief Tooley stated it would
be desirable for the statistics to meet or be below the national average; we are working on
that.
Mrs. Roberts commented Mayor Lessard seems to have a concern about citizens' property.
Police Chief Tooley added City Manager Greishaber is considering hiring a marketing firm
to market the City. These are all quality of life issues.
■Mr. Gibson advised Sanford Middle School students are available to participate in special
events, parades, etc. (ROTC, Step Team, Drill Team, etc.)
December 6 there will be an ROTC competition at Sanford Middle School that will include
the drill team, physical fitness and problem solving.
Mr. Gibson inquired if school resource officers training could be managed during non -
school days. Police Chief Tooley stated usually when an officer is in training it is required;
the SRO schedule and duties are taken into consideration when planning.
