PRESENT: Tom Carpenter, Kim Bridges, Nancy Roberts, Bill Gibson, Dave Hall, Brian
Tooley - Chief of Police, and Gracy Posley
Absent: Excused – Juanita Harold, Dave Daly, Dean Ray, Mark McCarty &
Dr. Brenedette Hardy -Blake
Called to Order by Chairperson Mr. Carpenter.
Police Chief Tooley distributed CABoard shirts and certificates of appreciation to Board
members.
Mr. Carpenter requested the Minutes of September 10, 2003 be tabled due to their not
being a quorum.
Mr. Carpenter, Mr. Gibson, Dr. Hardy - Blake, Mrs. Roberts, and Mr. Ray's terms expiring
October and November desire to continue their membership.
Chief Tooley Address CAB
— Informed members community service areas (CSAs) are being reconfigured to balance
officers' workload and to utilize officers to a maximum capacity during working hours. East
and west CSAs are full of activity.
— bestplace.net is a web address for statistics comparisons of population, crime, taxes,
etc.
— Sanford Police webpage being revised. Neighborhood Watch and surrounding
apartment complex information is listed.
— Sanford Police and Fla. Dept. of Law Enforcement have teamed up and are organizing
files regarding cold cases. Police Chief Tooley stated a new set of fresh eyes might reveal
new evidence; along with the use of new technology.
—WalMart Plaza police service center (south end) has been painted, police graphics
posted. Police move -in anticipated within four weeks.
—There are now (2) school resource officers at Seminole High. The school has
approximately 3,000 students.

New Business
—Mr. Hall stated homeless people near the Wendy's entrance continues to be an issue.
Mrs. Roberts stated panhandlers at the Mall (near medians and stop lights) are also a
concern.
Police Chief Tooley commented the City's ordinances are currently be modified. How to
legally control the homeless and panhandlers is included.
Mr. Carpenter informed members Orlando-Sanford Airport have reasonably priced airline
tickets.
There being no further business, the meeting was adjourned at 7:30 pm.
