HomeMy WebLinkAbout091003 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, September 10, 2003 6:30 PM City Commission Conference Room PRESENT: Tom Carpenter, Kim Bridges, Nancy Roberts, Mark McCarty, Bill Gibson, Dean Ray, Dave Hall, Dr. Brenedette Hardy - Blake, Darrel Presley, Deputy Police Chief, and Gracy Posley Absent: Excused – Juanita Harold & Dave Daly SPD Robert Padilla took CAB members photos for identification cards. Called to Order by Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of August 13, 2003 be adopted if there were no changes. Motioned by Mr. Hall, seconded by Mr. Ray; Minutes were adopted. Deputy Chief Presley Address CAB — SPD is approved for $109,000. Law Enforcement Block Grant to purchase various equipment and /or overtime for sworn and civilian personnel. Deputy Chief Presley advised the amount decreased 17% across the nation. Mr. McCarty inquired of time and money utilized regarding drugs. Deputy Chief stated approx. 25 -30% of Special Tactical Unit officers time is used re arrest prevention and treatment. Grant money will be spent to curtail drugs and to effect drug arrests. —PD approved for the Universal Hiring Prog. (re homeland security) for five additional officers. Must employ officers for three years during, and one year following the program. Will receive approximately $130,000. per year. — Gave an overview of the $14,000. traffic crash scene mapping laser acquired a month ago (free of charge) from the Institute of Police Technology, Jacksonville via the Florida Dept. of Transportation. SPD must maintain the equipment for three years. Data is formulated by the use of a pocket computer that will create diagrams and reconstruction of crash scenes. All traffic officers are advanced traffic reconstruction certified. —September 29 four officers will be hired; placing the PD at 100% staffing. — Discussed August crime stats; useful and informative. Mrs. Bridges inquired of the meaning CSA. Deputy Chief explained CSA [zones] (community service area) for calls. CSA maps will be provided at the October meeting. CSAs are also being reconfigured. — CAB member golf shirts will be distributed at the October meeting CAB Minutes September 10, 2003 Page 2 of 2 New Business — Mr. McCarty inquired, how can volunteers be used to assist the Police Dept. in saving money? Per Deputy Chief Presley, volunteers assist in the way of parking during events, assisting at the community service centers, assist evidence technicians with backlogs. A volunteer coordinator position has been approved; will have flexible work hours. Deputy Chief Presley stated PD does more with volunteers for less money. Mr. Hall commented the Sheriffs Office totaled 21,000 volunteer hours for 2002 (10 -11 volunteers). — Mr. Hall stated Seminole High is doing construction in front of the school. Parents and drivers are causing traffic obstruction at Georgia Ave. (Lake Jenny Apts.) during school turnout times. Drivers are blocking the entire roadway; Mr. Hall has issued citations. Deputy Chief Presley will inspect this issue. Deputy Chief advised Seminole High will also have a second police officer at the school before October. — Mr. Gibson, Principal (Sanford Middle) stated the assigned school resource officer is absent from the campus 34% of the time. Deputy Chief will examine this matter. Advised Mr. Gibson, school resource officers cannot use leave during the year without the principals approval. — Mr. Ray inquired of prostitution sting procedures. Inquired if it is legal for an undercover (female) officer to solicit cars at STOP signs? Deputy Chief stated the prostitution stings are legal operations and are designed with the officer's safety in mind. Deputy Chief commented, the quality of life to citizens is the paramount issue; prostitutes and their solicitors will be pursued and arrested. —Mr. Carpenter passed around the drug identification bible that identifies and provides details on most drugs, etc. He also passed around a presumptive drug testing kit. Deputy Chief explained police officers use the kits for probable cause. The drugs (cocaine, crack, marijuana) still must be sent to the lab for positive testing. There being no further business, the meeting was adjourned at 7:45 pm.
