HomeMy WebLinkAbout081303 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, August 13, 2003 6:30 PM City Commission Conference Room PRESENT: Tom Carpenter, Dave Daly, Kim Bridges, Nancy Roberts, Mark McCarty, Bill Gibson, Dean Ray, Brian Tooley -Chief of Police, and Gracy Posley Absent: Excused – Dave Hall, Juanita Harold, Dr. Brenedette Hardy -Blake Called to Order by Police Chief Tooley awaiting the arrival of Mr. Carpenter. Police Chief Tooley requested Mr. Gibson to introduce himself to the Board. Mr. Gibson provided background information and his experiences to present as the principal of Sanford Middle School. Advising Sanford Middle is a Magnet school encompassing pre - college courses. Mr. Carpenter requested Minutes of March 12 – July 9, 2003 be approved if there were no changes. Motioned by Mrs. Roberts, seconded by Mr. Daly; Minutes were adopted. Mr. Carpenter opened the floor for Vice - Chairperson and Chairperson elections. Vice - Chairperson – nomination of Dean Ray by Mr. Daly, seconded by Mrs. Roberts. Nomination of Bill Gibson by Mr. Carpenter, seconded by Mrs. Bridges. Votes by show -of - hand 4 -1 elected Mr. Gibson as the new Vice - Chairperson. Chairperson – nomination of Dean Ray by Mr. Daly, seconded by Mrs. Roberts. Nomination of Mr. Carpenter by Mr. Daly, seconded by Mrs. Bridges. Votes by show -of- hands 5 -0 elected Mr. Carpenter as the new Chairperson. Mr. Gibson declined nomination by Mr. Daly as Chairperson, but stated he was interested as Vice - Chairperson. Mrs. Roberts and Mrs. Bridges declined nominations as Vice - Chairperson and Chairperson. Police Chief Toolev Address CAB — Advised CAB City Manager Grieshaber is off to a good start; foresee City Manager as a definite asset for the City. Informed the Board of the City Manager's principles regarding people, pride, and progress. — Distributed and provided overview of June and July 2003 crime stats. SPD has a school resource officer at every school; not due to problems, but officer /student interaction. Seminole High is approaching 3000 students (a second SRO to come onboard). — Informed members of satellite office to open in late September at the WalMart plaza. This will give the police department a total of 4 satellite offices. — SPD graphics have been affixed to the Downtown Center sub - station exterior light bulbs. CAB Minutes August 13, 2003 Page 2 of 2 — 100 neighborhood watch signs have been ordered to replace worn signs throughout the City — Police Explorer Academy of July 18 sponsored by SPD (first academy in the Central Florida region) was a grand success, with 55 students graduating — Informed members re public safety complex property (W. 13 St.) regarding pollution issue mitigated 12 years ago; pollution matter must be revisited. Anticipating a March 2004 Referendum, a small tax increase, or a $10 million loan re financing New Business — Mr. Daly inquired of crime and the economy that cause police significant problems. Police Chief Tooley stated it appears more homeless people are being seen. Possibly due to construction sites building out their wooded living areas. A general observation that might relate to petty crimes. — Mr. McCarty inquired of appraisal /sell of current PD. Would the City sell before the new building is completed? Police Chief Tooley commented he expect the building would be sold afterwards or possibly utilized by another department. — Mrs. Roberts inquired of PD volunteers. Police Chief Tooley advised in the future, volunteers will be recruited while recruiting police officers, etc. A job description is in the works for a Volunteer Coordinator, that will be replaced by a community service officer vacancy. — Mr. McCarty inquired of advertisement re new building. Police Chief Tooley expressed the assistance and input he will need from CAB, etc re informing the public of this significant project. Ways and means of open- house, website, various organizations will be used toward advertisement. Mr. Gibson offered the use of Sanford Middle School's videography department, which Police Chief Tooley is familiar and delighted with. There being no further business, the meeting was adjourned at 7:45 pm.
