HomeMy WebLinkAbout070903 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, July 9, 2003 6:30 PM City Commission Conference Room PRESENT: Tom Carpenter, Nancy Roberts, Dave Hall, Dean Ray, Mark McCarty, Brian Tooley -Chief of Police, and Gracy Posley Absent Excused — Kim Bridges, Dave Daly, Juanita Harold, & Dr. Brenedette Hardy -Blake Called to Order by Police Chief Tooley upon arrival of Vice - Chairperson Mr. Carpenter. Police Chief Tooley introduced new member Mark McCarty. Mr. McCarty, a certified general contractor, expressed enthusiasm as a CAB associate. He's fond of Sanford's commercial and residential developments. CAB members introduced themselves to Mr. McCarty. Mr. Carpenter requested Minutes of March 12, April 9, May 14 , and June 11, 2003 be tabled due to their � re q not being a quorum. As approved at the June 11, 2003 meeting, Miss Posley, CABoard Secretary using the Roberts Rules of Order to poll absent members via telephone was conducted June 13 regarding dismissal of Jim Kidd and Oscar Redden. In addition to the five members vote of June 11, the telephone poll provided two additional votes (Mrs. Bridges and Dr. Hardy - Blake) to dismiss Mr. Kidd and Mr. Redden. Motioned by Mr. Hall, seconded by Mrs. Roberts; dismissal was adopted. Chief of Police Tooley Address CAB — Informed members of Al Grieshaber, new City Manager's background. Relocating from Albany, Georgia, retired Marine Lieutenant Colonel, and former City Attorney. Mr. Grieshaber will start with the City August 4. — Excellent training day for supervisors off -site meeting (Preparing for the Challenges of the 21 Century) of 6/24/03. Noted the speaker's comment, "employees are the only obstacle from progressing ". — Police Chief Tooley and City officials were very honored with the employee/citizen awards 6/27/03 in the City Commission Chambers hosted by Sanford Police Awards Committee. Police Chief Tooley was surprised and privileged by the proclamation presented to him by Mayor Lessard as a four -star Police Chief. —Police department has an 8% budget increase ($10 million FY 2003 - 2004). Six new vehicles were approved, no new personnel. — Police Chief Tooley abreast members re new public safety building in pre - development stages. Looking forward to having CAB members, plus an additional five citizens on the Building Committee, property at W. 13 St. /Lake Ave. an effortless purchase, Architect Design proposed engineer, community will be informed re marketing this project. Mrs. Roberts inquired of any controversy regarding the location, Police Chief Tooley stated the site's location is an ideal piece of property and it will also help redevelop the Goldsboro neighborhood and it would be good for the City. Mrs. Roberts stated to emphasize the positives of the new site when marketing to the public. Citizens are inquisitive as to why not for the vacant property east of Sanford Middle School for the location. CAB Minutes July 9, 2003 Page 2 of 2 Mr. Ray inquired if Sanford police will have its own dispatch with the new building? Police Chief Tooley commented that is the plan. Sanford police is not claiming any dissatisfaction with dispatch, but it would be suitable for Sanford to have its own dispatch. Mr. Carpenter stated he hears numerous complaints from citizens regarding dispatch. Police Chief Tooley commented when Sanford citizens call dispatch, they expect the dispatcher to know who they are, various locations, etc. without having to provide information they assume the dispatcher should be familiar with. Again, it would be appropriate to have a Sanford dispatch 24 hours a day at the complex. — Sanford Police to sponsor the first police explorer academy in the Central Florida area at Seminole Community College. Local agency explorer units have been traveling to St. Augustine and Ft. Myers to attend explorer academies. Approximately 70 students are enrolled. New Business — Mr. Hall commented re building links with other agencies re the neighborhood council meeting (Seminole County, District 2); meet quarterly at the Chamber of Commerce. This group consists of approximately 40 members. Police Chief Tooley anticipates the Sanford Police Department and City departments to become members. There being no further business, the meeting was adjourned at 8:00 pm.
