Wednesday, June 11, 2003 6:30 PM
City Commission Conference Room
PRESENT: Tom Carpenter, Dave Daly, Nancy Roberts, Dean Ray, Dave Hall, Brian
Tooley -Chief of Police, and Gracy Posley
Absent: Excused - Kim Bridges, Juanita Harold, & Dr. Brenedette Hardy -Blake
Unexcused - Oscar Redden and Jim Kidd
Called to Order by Vice- Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of
March 12, April 9, and May 14, 2003 be tabled due to their not being a quorum.
Mr. Carpenter tabled the chairperson /vice- chairperson election, due to no quorum.
Although there was not a quorum re dismissal of Oscar Redden and Jim Kidd's
membership (non- attendance), Mr. Hall suggested using Roberts Rules of Order to poll
absent members via telephone. The five members present selected to dismiss
Mr. Redden and Mr. Kidd. The poll call will be handled by Miss Posley, CAB Secretary.
Police Chief Toolev Address CAB
— The proposed anticipated City budget's revenue is $1.4 million in excess. The budget
will be reduced City wide. The police department is requesting a 2% budget growth.
— Interim City Manager VanGaale had an upbeat meeting with all department heads re
expectations and joint efforts during his temporary stay. Police Chief Tooley mentioned the
conference call held at CPH (Conklin, Porter & Holmes) attended by City officials,
department heads, and City Manager Selection Board re choosing a new city manager.
Candidates have been narrowed to four.
— P.D. satellite office will be opening soon at the WalMart plaza.
— Annual all day supervisors off -site meeting is June 24 at the Comfort Inn. The theme is
Preparing for the Challenges of the 21 Century. CAB members are invited.
—Bi- annual P.D. awards ceremony recognizing outstanding employees and citizens of the
community will be June 27, 9am in the City Commission Chambers, City Hall. CAB is
invited.
New Business
—Mr. Daly commented re his visit to the Winter Park Public Safety Complex dedication of
June 6 with Police Chief Tooley. He expressed the building is a tremendous facility, built
for the next 40 years. Stated it would be fortunate to have such a building in Sanford. A lot
of good thoughts and ideas were assembled.

—Mr. Hall is seeking assistance from Sanford police regarding the homeless /transients.
The transients are living in the woods behind McDonald's (south). They are also
approaching shoppers at WalMart plaza and soliciting north of Wendy's. Commented there
is no existing Florida State Statute in prohibiting transients from soliciting. Mr. Hall stated
the WalMart property manager/ merchants have agreed to sign a petition against transients
to not be on the property. Police Chief Tooley suggested the WalMart property manager
complete paperwork with Sanford police and post No Loitering /No Trespassing signs. This
will give police authority to arrest loiterers /trespassers.
Mr. Hall invited members to the monthly neighborhood council meeting of District 2
(Seminole County), June 12, 7pm at the Chamber of Commerce. This neighborhood
meeting consists of approximately 40 members. Mr. Hall has hopes of this group
expanding and to include other entities.
There being no further business, the meeting was adjourned at 7:30 pm.
