HomeMy WebLinkAbout031203 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, March 12, 2003 6:30 PM City Commission Conference Room PRESENT: Tom Carpenter, Dave Daly, Kim Bridges, Nancy Roberts, Juanita Harold, Dr. Brenedette Hardy - Blake, Brian Tooley -Chief of Police, Deputy Chief Darrel Presley, Officer Jim McAuliffe, and Gracy Posley Absent: Excused – Jim Kidd, Dave Hall, Dean Ray and Oscar Redden Called to Order by Vice- Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of January 8 and February 12, 2003 be approved if there were no changes. Motioned by Mr. Daly, seconded by Mrs. Harold; Minutes were adopted. Police Chief Tooley introduced Deputy Chief Darrel Presley who would provide an SPD Crime Analyst presentation and the 2002 Quarterly Report. Deputy Chief Presley gave an overview of the crime analyst position, the employee's responsibilities, goals and objectives of the police department. He stated data and resources are necessary for the crime analyst to collect, collate, and analyze data in detecting crime trends, and predicting future incidents. The Deputy Chief explained a crime analyst is a processor of data and statistical information. Old Business —None Police Chief Toolev Address CAB — Advised CAB, residents in the area of 12 St. /Park Ave. have been requesting 1 year+ to have the pay phones removed due to usage for criminal and drug activity. The City Attorney deems there are not enough supportive facts to convince the courts to have the phones removed. The City is awaiting a final decision from the City Attorney. —A software presentation for automated patrol scheduling will be scheduled in April. This software will assist road patrol supervisors regarding scheduling officers when other officers are on leave, off -duty, etc. —Today (3/12 1:04pm- 1:35pm) the Governor ordered a State -wide unexpected Homeland Security emergency drill. The Police Chief, supervisors had to halt all meetings, classes, coordinate with schools, airport operations, etc. to initiate the drill. — Police Chief Tooley advised CAB of the five priorities he listed to Acting City Manager Dixon while discussing the upcoming budget. 1) new public safety building 2)staffing – hiring, retention, & military employees 3) alternative call handling methods to assist in managing growth (PACE – paperless automated call entry) 4)revitalize diverse neighborhoods and 5) dispatch center need to be retumed. All five priorities will address crime. CAB Minutes March 12, 2003 Page 2 of 2 Police Chief Tooley stated Winter Park's new public safety facility design and size is ideal for Sanford. Dr. Blake suggested CAB tour Winter Park's new facility to assist in selling the idea of a new Sanford facility to the community and Commission. Police Chief Tooley salutes Winter Park's public safety plans, which includes a Common Area for community meetings. Dr. Blake commented to Police Chief Tooley you must have a source regarding revitalizing neighborhoods. She suggested the police department pair with the school board /schools. Police Chief Tooley informed Dr. Blake of a scheduled appointment with Sanford Middle School's principal reference SPD assisting Sanford Middle in an obstacle course. New Business —Dr. Blake informed Police Chief Tooley re School Board employees encountering a problem 4:15pm -5pm exiting the School Board (due to construction on E. Lake Mary Blvd.). Staff hours have been staggered due to this matter. Police Chief Tooley to examine. • —Mrs. Harold informed Police Chief Tooley re the car wash /pool room on Celery Ave. and possible drug activity. Police Chief Tooley to examine. There being no further business, the meeting was adjourned at 8:15 pm.
