PRESENT: Tom Carpenter, Dean Ray, Dave Daly, Kim Bridges, Brian Tooley -Chief of
Police and Gracy Posley
Absent: Excused — Jim Kidd, Nancy Roberts, Dave Hall, Juanita Harold and
Dr. Brenedette Hardy -Blake Unexcused — Oscar Redden
Called to Order by Vice- Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of January 8,
2003 be tabled due to their not being a quorum.
Chief of Police Tooley Address CAB
—Taser demo (less than lethal weapon) given to community leaders February 11 at SPD Training Room.
End results of demonstration and the purpose of this equipment were extremely positive. Chief Tooley is
progressing with the purchase of (111) tasers. Initially the first responder and detectives will receive a
taser. Each officer must experience a hit from the taser in order to carry it.
— New patrol schedule to become effective February 15 that will stagger officers during busiest hours.
(6am -6pm, 12pm -12am, 3pm -3am & 6pm -6am)
— Advised members approximately 10,000 people are expected to attend the Alice Cooper Concert,
(lake front) February 14.
—Two lieutenants to graduate from the Southern Police Institute, February 14. This will complete all
lieutenants having completed SPI or an advanced police training at national level. Sergeants will begin
attending SPI.
—Each department head has been given a budgeted amount of money for distribution to employees
throughout the year as an incentive for employees demonstrating exemplary performances. Amounts can
be given in $50.00 increments up to $200.00; savings bonds, gift certificates ($50. max) or cash.
Also, the Employee Grant Incentive Program (EGIP) provides employees 3% of an awarded grant
amount an employee finds that the City will use. The first employee to receive this award (January 2003)
received $11,000.
—Chief Tooley will meet February 26 with Norm Wolfinger, State Attorney regarding prostitutes in
exclusionary zones, the wearing of ankle bracelets by defendants excluded from zones, and approximate
cost of $6. /day to be paid by the defendant wearing the anklet.
— Distributed homeland security news release threat level (heightened security) to orange. Level red is a
concrete threat. Chief Tooley advised members to please be vigilante.
Chief Tooley advised Citizens On Patrol will assist in homeland security, concerts, special events, etc.
There being no further business, the meeting was adjourned at 7:30 pm.
I
