Called to Order by Vice - Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of November 13,
2002 be tabled due to their not being a quorum.
Captain Hargrett commented the police department is in the process of becoming an accredited agency.
He introduced Cheryl Turner, SPD's Accreditation Manager who will guide the police department through
the accreditation process and accomplishment.

Mrs. Tumer advised CAB members of her employment history with the po ce departure t. She stated a n
agency becoming accredited must meet and maintain a high level of professionalism. SPD will first seek
State, then National accreditation. SPD's accreditation agreement was signed October 2002. The police
department have two years to prepare for inspection. Mrs. Turner's PowerPoint presentation included the
police department's mock on -site visit from accreditation assessors set for July 2004. For three days the
assessors will be housed in the City of Sanford accessing the police department. One day during the July
2004 3-day mock, assessors will receive and investigate calls from the public regarding all areas of the
police department and the agency becoming accredited. October 2004 will be the final accreditation
inspection.
Mrs. Tumer advised the police facility, civilian and sworn employees, vehicles, equipment, uniforms,
policy, etc. will all be observed and accountable for accreditation.
Mrs. Tumer was instrumental in finalizing the police departments revised policy manual that has been
distributed to all police employees as of August 2002. This policy manual is of heavy volume; she is
currently inquiring ways to have the manual on -line and on CD.
Captain Hargrett added the accomplishment of the PD's manual is certainly an enormous step toward the
police department adhering to the standards and accountability of accreditation.
Once accredited, the agency completes an annual report and the agency is reviewed every three years
for re- accreditation.

Captain Hargrett relayed to CAB members Police Chief Tooley sends his apologies for his absence. He
plans to see members at the January 2003 meeting.
— Captain Hargrett advised suspects involved in the two homicide shootings mid - November have been
arrested without incident. Tips from the community assisted greatly in the arrests.
—PD officers are prepared for the annual Christmas Parade scheduled for December 14 11 am.
Preparations are in progress for the Martin Luther King Parade January 20, 2003.
— Captain Hargrett stated complaints were being received from citizens regarding drivers not adhering to
the 4 -way STOP at 9th St. and Park Ave. Following traffic officers observing the location, a number of
citations were written for not stopping at the sign.

— PD's semi - annual employee awards program of December 6 in the City Commission Chambers was
great. Employees receiving awards were worthy of merit.
— FOP's annual Shop With A Cop (December 7) provided 30 children $100.00 each for gifts for the
holidays.
—Mrs. Huggins of Palm PI. will provide her annual 300 free meals on December 7.
—Lt. David DelRosso will graduate from the Quantico, Virginia's FBI Academy December 13.
Police officer Chris Woehr will receive his Master's Degree mid - December 2002. Captain Hargrett stated,
"an educated officer is a good officer".
Officer T. McCall's daughter is critically hospitalized due to toppling into 5- gallons of cleaning liquid. Our
prayers and hearts go out to the McCall Family.
The patrol division is being re- engineered. Based on statistics and concept, officers will be positioned
when and where crime is. Captain Hargrett stated peak hours of crime is between 4 pm – 6 pm.
SPD and Housing Authority are working in partnership on a plan of crime prevention with the anticipation
of the public housing unit's renovations becoming complete and being completely housed.
New Business
—Mrs. Roberts inquired if the police department is partnering with specific organizations? Captain
Hargrett responded yes. Ross Dress For Less, Sanford Mall, Wayne Densch Distributors, neighborhood
watches, etc.
PD's partnership with Densch Distributors established due to the company encountering beer theft when
delivering in certain areas. Densch provided (27) $15.00 gift certificates to disadvantaged families for the
holidays.
—Mr. Carpenter inquired of the City of Sanford being reorganized under the strong Mayor. Stated with
this change the Mayor and the Commission's first concerns must be full -time devotion. Inquired of
possible salaries at $6,000. - $7,000. per year.
Mr. Ray commented he was unaware of salary having been discussed, but possibly the Mayor's pay
could start at $70,000. - $75,000. per year. Inquired what is Chief Tooley's position regarding the
change?
Captain Hargrett stated Police Chief Tooley does not have stance in the matter.
—Mr. Ray inquired of police officer /population ratio. Captain Hargrett advised 2.5 officers /1,000 citizens.
Captain Hargrett to provide City's ratio for the past 5 years.
There being no further business, the meeting was adjourned at 7:30 pm.
