HomeMy WebLinkAbout100902 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, October 9, 2002 6:30 PM City Commission Conference Room PRESENT: Jim Kidd, Juanita Harold, Dean Ray, Nancy Roberts, Tom Carpenter, Oscar Redden, Kim Bridges, Brian Tooley - Police Chief, Darrel Presley - DChief, Jerry Hargrett-Police Captain, and Gracy Posley Absent: Excused – Dave Hall, Dave Daly, and Dr. Brenedette Hardy -Blake Called to Order by Chairperson Mr. Kidd. Mr. Kidd requested Minutes of August 14, 2002 be adopted if there were no changes. Motioned by Mr. Ray, seconded by Mrs. Harold; Minutes were approved with a change per Mr. Carpenter regarding New Business Custom officers are federal and cannot act as local law enforcement officers. (Underlined word denotes correction) Mr. Redden's term expires November 11, 2002; he will continue to serve. Mr. Daly's term expires October 14, 2002; awaiting a response. Police Chief Tooley introduced and gave supporting motives and comments on his decision made in newly appointed Deputy Chief Darrel Presley and Police Captain Jerry Hargrett. DChief Presley and Captain Hargrett informed CAB of their background and are enthusiastic about their promotion. They will continue to be a positive feature to Police Chief Tooley and the citizens, and are looking forward to a forum with the Citizen's Advisory Board and the communities. Both manager's have a variety of experience to make use of. Police Chief Toolev Address CAB — Police Chief Tooley advised members Lt. D. DelRosso is attending the FBI Academy in Quantico, Virginia September – December 2002. FBI selects only the very best for attendance at the academy. Currently, two additional lieutenants are attending the Southern Police Institute advanced management course (10 weeks – bi- weekly). Attendance of this course by all lieutenants is a requirement initiated by Police Chief Tooley. —SPD has begun the very involved accreditation (2 yrs) process. This is a giant step toward a higher level of professionalism. All mandates and requirements must and will be met. SPD will seek state, then national accreditation. — Police Chief Tooley stated all law enforcement agencies in Seminole County signed the Operation Cease Fire agreement with the State Attorney's Office (August 2002). If a convicted felon is arrested for a firearm charge, the prosecutor can file Federal charges. DChief Presley advised the first case to be prosecuted under this agreement was for Sanford. (PD received notice October 2002 of the 15 year conviction.) — January 2003 Nomi Wolfinger, State Attorney will meet with the Historic District regarding Exclusionary Zones (prostitute arrests). Prostitutes prohibited in Exclusionary Zones will wear an electronic tracking device. CAB Minutes October 9, 2002 Page 2 of 2 — In the stead of hiring a grant writer, the City of Sanford is implementing the Employee Grant Incentive Program which will provide an employee 3% of the grant amount if the City approves use of the grant in its entity. — P.D. will start purchasing from $124,988.00 Local Law Enforcement Block Grant funds for various police equipment. A new community service officer will complete his training October 2002. This CSO position will be utilized for staffing the Downtown Service Center. Volunteers will also be assisting. — Citizens on Patrol are active and Police Chief Tooley are pleased with their activities. An upcoming COP academy is being planned. New Business — Captain Hargrett commented extra manpower will be posted for the holidays. Officers are being more alert regarding the Maryland sniper and being hopeful for no copy cats in the Sanford area. —Mr. Carpenter inquired of what is the latest regarding a new police building, Police Chief Tooley advised the City has been communicating with Congressman Mica. Congressman Mica is applying for $2 million to assist the City in acquiring property at 13 St. and Lake Ave. --Mr. Kidd continues to have problems with his neighbor (Osceola Dr.) revving his truck and tractor trailer motors, all hours of the night. Police Chief Tooley to look into. Mr. Kidd thanked Airport SPD police for sending and officer to his home while he was at work. Mr. Kidd's wife became worried of a suspicious person pacing in front of their home. Mr. Kidd's wife attempted several times to contact dispatch; advised the phone continuously rang. —Mrs. Bridges commented she called dispatch with all pertinent information regarding a reckless driver, she waited for the arrival of an officer, after 30 minutes she called dispatch again; still an officer never arrived. Advised this has happened to her a couple of times. Police Chief Tooley stated dispatch have 15 vacancies; generally have a 30% vacancy. To consolidate Sanford's dispatch with Seminole County sounded appropriate, but there were the unknowns. Police Chief Tooley noted all comments regarding dispatch. He advised the City Commission is hearing from the citizens they want their dispatch back. A dispatch will be carefully planned with the acquisition of a new police building. There being no further business, the meeting was adjourned at 7:10 pm.
