HomeMy WebLinkAbout081402 rm min CITIZEN'S ADVISORY BOARD Minutes (corrected) Wednesday, August 14, 2002 6:30 PM City Commission Conference Room PRESENT: Jim Kidd, Juanita Harold, Dean Ray, Dave Daly, Dr. Brenedette Hardy - Blake, Tom Carpenter, Kim Bridges, Brian Tooley - Police Chief, Michael McCoy - DChief, and Gracy Posley Absent: Excused – Dave Hall and Nancy Roberts Unexcused – Oscar Redden e Called to Order by Chairperson Mr. Kidd. Mr. Kidd requested Minutes of June 12 and July 10, 2002 be adopted if there were no changes. Motioned by Mr. Ray, seconded by Mr. Daly; Minutes were approved. Police Chief Tooley gave enthusiastic remarks regarding Michael McCoy, Deputy Police Chief's resignation (9/30/02). DChief McCoy will become the Chief of Police for the City of Orlando. (The story goes - Chief Tooley prepped DChief for his new position at OPD by giving him the opportunity as Sanford's DChief, from being a broken down hospital security guard. ®) DChief McCoy explained his surprising appointment offer from Mayor Glenda Hood as Chief of Police. Gave an overview of police department accomplishments during his TA years of exhilarating and enlightening service with the City of Sanford Police Department. He is positive this time period will be of benefit to him in his new challenging experience. He will take and implement some Sanford police tactics to Orlando police. He expressed to members to keep CAB alive; Chief Tooley needs your support in helping the department grow. Stated Sanford is the second largest city in central Florida and growing. He told of Mrs. Harold's initiatives for the George Town community. Dr. Hardy -Blake suggested DChief McCoy be a part of the new deputy chief selection. Police Chief Tooley stated he has worked hard to groom in -house personnel as a replacement to assist the department in moving ahead. Police Chief Toolev Address CAB —Police Chief Tooley advised members the police Downtown Service Center (old library) is open and occupied with traffic and bicycle units. This building is shared with Sanford Main Street. A community service officer (CSO) will soon staff the center 40 hours weekly. Volunteers will supplement hours at the Center. CAB Minutes (corrected) August 14, 2002 Page 2 of 2 —Capt. D. Presley is working on a schedule that will be useful for CSOs at the Downtown Center and 13 St. Center. More reports (non - criminal and follow -ups) will be directed to these CSOs; which in -turn will give officers more time for police calls. —Citizens on Patrol graduation (7/31/02) went well with 13 graduates. Mr. Ray and wife (Janet) are graduates of COP. They commented re riding with two new officers whom they were impressed with. Police Chief Tooley challenged each COP to get two additional applicants for the COP program. DChief McCoy advised COP to focus and follow -up on particular addresses. Police Chief Tooley added to also focus on neighborhoods. — Police department saved $60,000.00 switching from Crown Victorias to Impalas. Three additional take -home vehicles have been ordered with these funds. —Sheriffs Office and Dept. of Family and Children are utilizing Sanford police's Investigations Section as a resource regarding the S.O.'s Child Protective Services program. This additional assignment to Investigations has increased workload. One Sanford police officer has been returned to SPD from CCIB to assist Investigations. New Business —Mr. Kidd inquired of officers working at apartment complexes. Police Chief Tooley advised officers work privately at the complexes; it is not police department connected. Most complexes provide free rent to the officer (as a resident) in exchange for the officer being available to assist management with apartment/residency issues. Mr. Carpenter added some apartment complexes require much from an officer as a resident. --Mr. Carpenter (with U.S. Customs at Sanford Airport) advised CAB members (FYI) Customs have no authority regarding civil matters. Customs can only assist police in civil matters if asked by the taw agency handling the complaint. Custom officers are federal and cannot act as local law enforcement officers. (Underlined word denotes correction) — Police Chief Tooley explained due to numerous 9/11 programs, he suggested CAB meeting for September 11 be cancelled. Motioned by Mrs. Harold, seconded by Mr. Carpenter; motion approved. There being no further business, the meeting was adjourned at 7:25 pm.
