HomeMy WebLinkAbout071002 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, July 10, 2002 6:30 PM City Commission Conference Room PRESENT: Jim Kidd, Nancy Roberts, Juanita Harold, Dave Daly, Dave Hall, Brian Tooley - Police Chief, and Gracy Posley Absent: Excused - Kim Bridges, Dr. Brenedette Hardy - Blake, Oscar Redden, and Dean Ray Unexcused - Tom Carpenter Called to Order by Chairperson Mr. Kidd. Mr. Kidd requested Minutes of June 12, 2002 be tabled due to their not being a quorum. Police Chief Toolev Address CAB Police Chief Tooley circulated the new police department policy manual and explained many key points in this manual. The police department's mission statement and values are included in the introduction of the manual. The manual separated by rules and regulations, standard operational procedures, and policy and procedure will be issued to sworn and civilian personnel. Employee manuals will also be inspected at least annually by supervisors. In addition, this new manual and process is needed for accreditation SPD is currently pursuing. The volume of this manual is bulky; Police Chief Tooley is inquiring information for Mobile Communication Terminals (MCT) access. -Police Chief Tooley advised members Dr. Stanley Stone, Valencia Community College has offered SPD a facility for K9 training at their new east campus location currently under construction. —SPD's first formal awards ceremony held in the City Commission Chambers 6/28/02 was very successful. Employees received distinct awards, other than routine awards. — July 4 Fireworks, once again came to a favorable end; 70,000 - 75,000 people attended the event. Mrs. Harold inquired, Police Chief Tooley advised Mellonville Ave. (provisional 1 -way, southbound) worked well for traffic flow following the conclusion of the fireworks. SPD assigned ten officers to Altamonte Springs Police Department's Red, Hot, and Boom fireworks event. —Police Chief Tooley attended the annual Fla. Police Chiefs Assoc. Conf. 6/30 -7/4 in Hollywood, Florida. The conference provided over 100 vendors. Useful information ref training equipment will be shared with supervisors. —Seminole County Sheriffs Office dispatchers (which also dispatch for SPD) have 14 vacancies. Due to the shortage, SPD dispatching channels will be decreased from channels 11 A,B, & C to 11 A & B. Dispatchers work 12 -hours shift; Sanford police channels are extremely busy. CAB Minutes July 10, 2002 Page2of2 Mr. Hall advised dispatchers apply for a 9 -1 -1 position, transfer to dispatch, then transfer within the agency. — SPD's Special Tactical Unit (STU) is continually active enforcing prostitution and drug operations. Approximately 20 search warrants have been executed since CAB's June meeting. STU for the past 6- months has been working SPD's street level drugs; which were once provided by City /County Investigative Bureau (CCIB). New Business —Mrs. Roberts commented seeing School Resource Officers at the Civic Center working with children during "school being out ". Police Chief Tooley advised while school is out, SROs assist children at the Salvation Army, SRO's assigned school activities, or road patrol. — Police Chief Tooley advised three vehicles are complete and ready for Citizens on Patrol. Thirteen students tb graduate from COPatrol, 7/31. There being no further business, the meeting was adjoumed at 7:00 pm.
