HomeMy WebLinkAbout041002 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, April 10, 2002 6:30 PM City Commission Conference Room PRESENT: Tom Carpenter, Nancy Roberts, Kim Bridges, Juanita Harold, Dave Hall, Dave Daly, Jim Kidd, Brian Tooley - Police Chief, and Gracy Posley Absent: Excused – Dean Ray, Oscar Redden, and Dr. Brenedette Hardy -Blake Called to Order by Vice- Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes of March 13, 2002 be adopted if there are no changes. Motioned by Mr. Kidd, seconded by Mr. Daly; Minutes were adopted. Police Chief Tooley introduced Officer Gary Johnson, Community Policing Coordinator who will be the supervisor of the Citizens on Patrol Program. Officer Johnson distributed the Citizens on Patrol class program, which is scheduled to begin approximately May 22. (12 weeks –1 night/week on Wednesday 6pm – 9pm) Officer Johnson gave an overview of the COP standard operating procedures, advised ID numbers for radio use will be provided to COP members, certificates of completion will be issued. Officer Johnson emphasized COP members will have "no law enforcement authority". COP members will have designated /restricted areas for patrolling. Citizens on Patrol will be excellent tools and extra eyes and ears in assisting the police department. Mr. Kidd inquired, Ofr. Johnson advised he had 15 applications on file for the academy. Backgrounds will be completed regarding meeting academy requirements. Police Chief Tooley commented he is searching for additional money for extra COP vehicles. At present, community service vehicles will also be used as COP vehicles. Mr. Carpenter requested nominations for the annual chairperson and vice- chairperson election. Mrs. Roberts declined as chairperson, nominated by Mr. Carpenter. Mr. Ray self - nominated as chairperson. Mr. Kidd self - nominated as chairperson. Mr. Daly nominated Mr. Carpenter to continue as vice- chairperson. Mr. Hall nominated Mr. Daly as vice- chairperson. Majority vote elected Jim Kidd as the new chairperson, and Tom Carpenter to continue as vice- chairperson. Police Chief Toolev Address CAB —Police Chief Tooley advised members the City Attorney will be giving a presentation to CAB at the May meeting regarding the Sunshine Law. CAB Minutes April 10, 2002 Page 2 of 2 —3/26 Harbor II (literacy program) grand opening held at #16 Cowan Moughton Terrace. This volunteer program is an extension from the Harbor that will provide more tutoring, reading, etc. to after school children. Police department officers are very involved in this program. —13 arrests made (4/15) during a reverse drug operation at 10 St. /Pine Ave. George Town residents are requesting more of these operations be conducted. —4/9 Police Chief Tooley gave a police department update on AM WSDO radio regarding completed and upcoming department projects. —Mayor Lessard /City Commission addressing approval of a mortgage incentive program as a benefit to Sanford resident officers. Possibly more of a percentage for officers willing to reside in less affluent areas. —During the first week of May, 25 new vehicles will be presented to police officers covered by the Take -Home Vehicle policy. The purpose of this new policy is to attract and retain officers with the benefit of a take -home vehicle. —A long time problem with the concrete wall (behind GT Gas Station) east of Locust Ave. /Celery Ave. has been repaired. This wall, for a long period of time, was a short cut pathway through residents' private property. Those involved in drugs or other criminal activities used this pathway to avoid detection and apprehension by Sanford police officers. New Business —Mrs. Roberts has been collecting information and assisting the police department's computer division regarding the webpage and software for statistics data. Mrs. Roberts introduced Jody Drane, a computer technician. Mr. Drane has been collaborating with the police department's computer division with respect to geographical information data bases pertaining to calls dispatched and some street addresses not being precise for data collection. Mr. Kidd announced the Airport BBQ at Lake Golden 5/11 /02 5:30pm – 7:30pm regarding the Vigilante donated by the Navy. There being no further business, the meeting was adjoumed at 8:00 pm.
