PRESENT: Tom Carpenter, Nancy Roberts, Kim Bridges, Dean Ray, Juanita Harold,
Dr. Brenedette Hardy - Blake, Dave Hall, Dave Daly, Jim Kidd, Brian
Tooley - Police Chief, and Gracy Posley
Absent: Excused – Oscar Redden
Called to Order by Vice- Chairperson Mr. Carpenter. Mr. Carpenter requested Minutes
of January 9 and February 13, 2002 be adopted if there are no changes. Motioned by
Mr. Ray, seconded by Mr. Hall; Minutes were adopted.
Police Chief Tooley introduced new member Dave Daly. Mr. Daly, a middle school
English teacher in Oviedo, provided background information on himself. All members
introduced themselves and welcomed Mr. Daly to the Board.
Police Chief Tooley distributed SPD coffee mugs to members.
Members discussed the option to change the meeting time from 7pm to 6pm. The
majority voted to change the time to 6:30pm. Motioned by Mr. Kidd, seconded by
Ms. Harold for the 6:30pm time to be adopted.
Police Chief Toolev Address CAB
—Two Seminole County deputies will be teaming with Sanford's Special Tactical Unit
starting approximately mid April. These deputies will be stationed at the Sanford Police
Department.
—Two supervisors will attend the (10 weeks) Southem Police Institute command course
when offered. This course is offered in Orlando (attend two weeks, off two weeks). At
one point supervisors at Sanford police were not attending this course. Supervisors
completing this course is an objective of Police Chief Tooley. Currently, there remains
only two command supervisors remaining to attend; any new command staff will attend.
—A Sanford police flag has been added to the police department's emblems; designed
by Sgt. D. Scott with the Honor /Color Guard. One organization that will be utilizing this
flag as part of their ceremonies is the Orlando Regional Police and Fire Pipes and
Drums.
—Mayor Lessard proposed a mortgage incentive program to the City Commission
(March 11). This program is to encourage officers to become Sanford residents.

—City Manager T. VanDerworp and Commissioner V. Williams have plans to take a trip
(March 15) to Tallahassee regarding possibly having 13` St. property (for possible new
police department) donated to the City. Will pose this property request to tie in with the
Front Porch project.
—The Downtown Service Center is open and occupied by the police Traffic Division and
Sanford Main Street.

—The curriculum for the Citizens on y leted. This wi p
weeks course, one night weekly. The academy is anticipated to start in latter May. The
police department's Volunteer Program has been activated. Police Chief Tooley
encourages any citizen interested to complete an application. Each police department
supervisor is to recruit one volunteer.
New Business
—Mrs. Roberts provided additional information to Police Chief Tooley regarding a
geographic information system for the police department and developing ideas for the
police department's web page. One suggestion is for the school resource officer page
to be rotated with the schools.
Dr. Hardy -Blake commented it is a Florida requirement for graduating students to take
community hours reference web page design. These students may be able to assist in
web page and might have knowledge of what attracts children and what they would
want to know.
- -.Mrs. Bridges inquired, Police Chief Tooley advised her of the roll of the community
relations officer. Ofr G. Johnson, Community Relation Coordinator is involved in all
aspects of community relations including neighborhood watch and revitalizing, security
checks and presentations, crime prevention and dissemination of literature, and is the
liaison with community leaders.
Mr. Hall advised he will be retuming as a volunteer at the 13 St. Service Center, and
commented on the good exposure of being at this location. He also expressed the
significance of a Citizens on Patrol program, and can appreciate the start of Sanford
police's program.
Police Chief Tooley advised of the Harbor Literacy program which encourages children
to read will have its grand opening for Harbor II at 16 Cowan Moughton Terrace on
March 26, 11 am.
There being no further business, the meeting was adjoumed at 8:00 pm.
