City Commission Conference Room
PRESENT: Oscar Redden, Tom Carpenter, Nancy Roberts, Jim Kidd, Dave Hall,
Dr. Brenedette Hardy - Blake, Brian Tooley - Police Chief, and Gracy Posley
Absent: Unexcused - Manuel Acevedo - Atty., and Dean Ray
Called to Order by Vice Chairperson Mr. Carpente r. Mr. Redden requested Minutes of
October 10, November 14, and December 12, 2001 be adopted if there are no changes.
Motioned by Mr. Hall, seconded by Mr. Kidd; Minutes were adopted.
Regarding Board membership, Police Chief Tooley has interviewed two applicants, with
two additional to be interviewed.
Dr. Hardy -Blake commented her job takes her out of town frequently, but she is very
interested in remaining a member.
As the importance of members' attendance was discussed, Mr. Kidd suggested the
continued use of excused /unexcused from meetings.
Police Chief Tooley Address CAB
Police Chief Tooley distributed a newspaper article reference burglars being caught
involving continual burglaries in the Downtown area. After searching the burglars'
apartment, stolen goods linked them to at least twelve burglaries; with more charges
pending. Police Chief Tooley stated although the burglars were not stealing too
valuable items; they were busy and crafty. Mr. Hall commended officers on doing a
great job.
At least four Wendy's commercials are being filmed in Sanford. Possibly more will be
filmed if these commercials are successful. Sanford is said to resemble Dublin, Ohio,
Dave Thomas' hometown.
Police Chief Tooley invited Board members to the police department's Block Training
(January 7 -18) that will involve firearms training, safe and legal traffic stops, defensive
tactics, and active shooter.
CrimeLine will be airing unsolved crime re- enactments. Some of these programs will be
seen on America's Most Wanted. CrimeLine is currently producing a Sanford homeless
woman homicide re- enactment.
The Downtown Community Service Center with Sanford Main Street and Sanford Police
is close to being occupied.

New Business
—Dr. Hardy -Blake stated she's heard very positive comments regarding the police
department's enforcement of Pine Ave.'s (9 /1 0 th St.) drug problems. Police Chief
Tooley commented reference notable positive feedback from the citizens reference this
matter.
—Mr. Carpenter commented regarding the National Guard welcomed presence at the
Sanford Airport. He stated the Guard provide weekly /monthly reports, they are
professional, and good to work with.
Police Chief Tooley advised the police department has provided classroom and gun
range training to the Guard.
—Mr. Kidd inquired regarding no towing, no tickets being written reference NO
PARKING in the load /unload zone at the Sanford Airport. Police Chief Tooley stated
officers should be writing these citations and towing necessary vehicles. Police Chief
Tooley will do an inquiry.
—Mrs. Roberts suggested different discussion topics be placed on upcoming agendas.
There being no further business, the meeting was adjourned at 8:05 pm.
