Police Chief, and Gracy Posley Absent: Oscar Redden (excused), Manuel Acevedo -Atty. (unexcused), Dr. Brenedette Hardy -Blake (unexcused) Called to Order by Vice- Chairperson Mr. Carpenter. Due to there not being a quorum, the October 10 Minutes were tabled for the December meeting. Old Business —STOP sign at 8 St. /Persimmon Ave. – surveyed; white stop bars repainted and the STOP signs are in their proper locations. Deputy Police Chief McCoy Address CAB DChief McCoy advised members on November 12 the City Commission approved the Police Department's Take -Home Vehicle Program. Managers and employees with 24- hour duty call, employees residing within the City limits, and employees with three years continuous service residing within 60 minutes of the Police Department are eligible for this program. Commented this program is a great recruitment tool. The perspectives of the program were explained. With this program, officers will get the ability to make the vehicle their own. Federal Aviation Authority has mandated two officers on duty at the Tower. FAA pays the fee. Police Department will be the test site for the City re use of a new automated employee evaluation system. The system will compile annual evaluation ratings. Will be more efficient, faster, and will take out subjectiveness. November 20, Chief Tooley and the Administrative Staff to participate in the WalMart Fishing Tournament consisting of 300 children ages 8 –15 years old. DChief McCoy commented the Police Department's renovations have made an enormous difference in -house and publicly. The Sanford Police Department has a lot to offer. Staffing has been rebuilt and is being maintained closely to 100 %. Citizen complaints are minimal (complaints are less than one -half the amount they were last year). CAB Minutes November 14, 2001 Page 2 of 2 DChief McCoy discussed the growth of Sanford and stated Sanford is the second largest City in square miles in Central Florida excluding Orlando. With the rapid growth in Sanford; Rinehart Rd. will become an International Dr. New Business —Mrs. Roberts inquired if the Police Department has an overall plan for the Department's computer system and information reports? DChief McCoy stated the Police Department's Information System Operator, Bob Padilla is excellent with computers and the Department's operated via s s stem. The Police Department's s IS is o P P Y t P P the Finance Director's department; most agency's IS operate under a separate department. The matter of IS operating under its own section has to be resolved before the Police Department can move forward with IS information. DChief McCoy further advised certain confidential information from (sex crimes, juvenile) reports are restricted to the public and online. Mrs. Roberts stated an overall IS plan to be in place would be beneficial for the Police Department when its dispatch returns. Stated most information originates with the initial call from dispatch that follows through the end of a report. Mr. Hall gave building concepts and public lobby suggestions regarding a new police building. DChief McCoy stated Police Chief Tooley would have CAB review such plans when they come about. —Mr. Kidd commented on media attention Sanford Airport received re three young adults arrested in England for knives and weapons found in their luggage, from a flight they departed in Sanford. Mr. Kidd advised screeners at the Sanford Airport have the lowest turnover rate in Florida and they are dedicated employees. —Mr. Carpenter advised the Vigilante donated by the Navy is anticipated to be delivered December 20. An Airport Park will be dedicated to veterans. —Mr. Ray inquired, DChief McCoy advised Citizens on Patrol Program to be active possibly January 2002. DChief McCoy also commented on the Department's Volunteer Program becoming more operative. Mr. Kidd brought in a case of canned sweet potatoes in behalf of CAB for the Police Department's holidays food drive. There being no further business, the meeting was adjourned at 8:10 pm.
