HomeMy WebLinkAbout080801 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, August 8, 2001 7:00 PM City Commission Conference Room PRESENT: Oscar Redden, Dean Ray, David Johnson, Tom Carpenter, Brian Tooley -Chief of Police, and Gracy Posley Absent: Dave Hall, Phyllis Richardson, Nancy Roberts, Jim Kidd, Manuel Acevedo -Atty., and Dr. Brenedette Hardy -Blake Called to Order by Chairperson Mr. Redden. Due to their not being a quorum, Minutes for July 11 and July 25, 2001 were table until the September 2001 meeting. Old Business —Mr. Kidd – Regarding motor revving at 610 Osceola, officers were advised to extra patrol between 9pm – 3am and to issue noise citations if revving continued. Mr. Carpenter advises the noise is ongoing. Police Chief Tooley Address CAB Police Chief Tooley advised members present the Airport President's decision for Sanford police to not provide law enforcement services was reversed by the Airport President. Chief Tooley and President Dale met 8/9/01 and discussed the Airport Agreement and other Airport arrangements. — Police Department renovations are over 50% completed. —City Manager to make a proposal to the City Commission regarding locations for a new Police /Fire complex. Locations being considered are the City owned property across from Sanford Middle School (18 St.), W. 13 St.(old Ice House, City owned property), and old KMart Plaza. Mr. Redden inquired of the best location based on the Police Chief's expertise for the complex. Police Chief Too ley g ave pros and cons of the locations. He feels old KMart will be ruled out. Advised there is real redevelopment potential for W. 13 St. property. There would possibly be cost involvement to purchase additional W. 13 St. property (Lake Ave) if the property would not be donated. His choices being 18 St. property or W. 13 St. Mr. Johnson inquired, Police Chief Tooley advised the renovated Police Department would possibly be sold by the City to offset cost once a new building is acquired. CAB Minutes August 8, 2001 Page2of2 — Police Chief Tooley shared a newspaper article regarding yard cleanup assistance Sanford police officers provided to a 97 year old deaf woman. The officers ( "C" Squad night shift) and the Police Department received many calls and emaiis of this good deed. Mr. Redden suggested the Board Secretary to prepare a certificate of appreciation for "C" Squad for approval at the upcoming CAB meeting. —After being advised (8/6/01 morning) by a supervisor on duty from 8/5/01 night, Police Chief Tooley initiated officers to search the wooded area on Drew Ave. for a 91 year old man on a walker, missing 8/5/01 rainy night. Within a few hours of officers searching the woods and the use of the County's helicopter, the 91 year old was found 200' away from his home in the wooded area. — Police Chief Tooley shared a 7/22/01 Seminole Herald article about Officer Johnson as the Police Department's community liaison. Officer Gary Johnson, Community Policing Coordinator will be assertive regarding neighborhood watch. —Ms. Lambert with HUD was in town at the Sanford Housing Authority regarding Housing Authority management and tenant matters. This visit was unannounced to the Police Department. Police Chief Tooley by request of Ms. Lambert met 8/08/01 and discussed how the Police Department could continue assisting the Housing Authority. Ms. Lambert advised the Police Chief how pleased she was with the police officers presence in the public housing areas. New Business —Mr. Redden — Commented school officials should contact police immediately when a child is missing from the school, or when a child has not made it home in a timely manner from school; particularly elementary children. Police Chief Tooley will have Sgt. Mike Taylor (supervisor of school resource officers) to contact Mr. Redden regarding these procedures. —Mr. Johnson — Advised traffic control is needed in the area of Oregon Ave. /Kaywood and Bentley Elementary between 4pm & 5pm. Traffic Division to survey. There being no further business, the meeting was adjourned at 8:00 pm.
