HomeMy WebLinkAbout072501 rm min CITIZEN'S ADVISORY BOARD Minutes Special Meeting Wednesday, July 25, 2001 7:00 PM City Commission Conference Room PRESENT: Oscar Redden, Nancy Roberts, Dean Ray, David Johnson, Tom Carpenter, Dr. Brenedette Hardy - Blake, Jim Kidd, Manuel Acevedo -Atty., Brian Tooley -Chief of Police, and Gracy Posley Absent: Dave Hall and Phyllis Richardson Present: Larry Dale, Diane Crews, Commr. A. Woodruff, Gary Taylor -OrI. Sentinel, Channel 2, Lts. Horan and Harden, Sgt. Mike Taylor, Charles Rowe, and others Called to Order by Chairperson Mr. Redden. Meeting recessed for 5 minutes until Mr. Dale's arrival; meeting reconvened upon Mr. Dale's arrival. Mr. Redden gave an overview for the purpose of the special CAB meeting scheduled. Advising those present Mr. Dale requested an audience with the Citizen's Advisory Board to explain Airport decisions made regarding the Sanford Police Department to not police the Orlando-Sanford Airport. Mr. Redden introduced Mr. Dale. Mr. Dale commented the Airport is Federally controlled and is the jurisdiction of the Airport Authority, not the Sanford Police Department and that most airports have their own police agency. Mr. Dale stated he felt the letter of support (for Sanford police to continue policing the Airport ) from the CABoard addressed to the City Commission should have been sent to the Airport Authority. Mr. Dale advised when he came on board with the Airport June 18, the Sanford Police /Airport agreement was an item on his desk to be handled. This item was placed in the staffing hopper. Mr. Dale stated he and his staffs decision to have the Airport policed by the Sheriffs Office rather than Sanford police was due to the Sheriffs Office having a larger presence on the Airport, and a decision made in the best interest of the Airport. The Sheriff's Office is accredited, has a hostage negotiator, SWAT, City /County Investigative Bureau (CCIB), helicopter located on the air field, deputies are constantly seen, and HIDTA. Mr. Dale explained officers on the airport must be duty assigned and able to respond within 15 minutes. As of March 2001 passenger count present OlAirport as one of the fastest growing airports in America. Being aware of these numbers, law enforcement has to be ready for growth. Mr. Dale stated although insinuated, his daughter's DUI arrest by Sanford police A policing services decision. Mr. Dale advised he had nothing to do with the Airport po c ng s CAB Minutes July 25, 2001 Page 2 of 2 did expect to receive a call (but the call was not received) from the police officer who arrested his daughter. Mr. Dale was perturbed to hear of the comment the officer made (The officer was told Mayor Dale is her father.) regarding Mr. Dale is no longer the Mayor. Mr. Redden opened the meeting to questions and answers to Mr. Dale. p 9 q - -Atty. Acevedo inquired, Mr. Dale stated there have been conflicting police related incidents at the Airport, but would not go in to detail. Atty. Acevedo asked wouldn't presence at the Airport be better with Sanford police and the Sheriffs Office? Mr. Dale commented Airport staff assisted him with the recommendation regarding the police services. —Dr. Hardy -Blake asked if the two law agencies could work together, since Sanford police was already there? Mr. Dale stated Police Chief Tooley emphatically stated the Airport did not get to choose who was staffed at the Airport. —Mr. Johnson inquired, Mr. Dale explained the process he and the Airport staff used in making the police services decision. Advised a final decision would be made by August 13. Commenting the Airport (if serviced by the Sheriffs Office) would have more coverage, not necessarily better coverage. —Mr. Ray inquired, Mr. Dale responded with any further negotiations, the absolute power lie within the Airport and staff. Mr. Dean inquired if Mr. Dale felt there would be any conflicts between the deputies and officers surrounding the Airport's recommendation? Mr. Dale replied he doesn't feel there will any conflicts from the deputies. There being no further business, the meeting was adjourned at 7:40 pm.
