City Commission Conference Room PRESENT: Oscar Redden, Dean Ray, Tom Carpenter, Manuel Acevedo -Atty, Dave Hall, Jim Kidd, Phyllis Richardson, Dr Brenedette Hardy - Blake, Brian Tooley -Chief of Police, and Gracy Posley Absent: Nancy Roberts (excused), David Johnson(unexcused) Present: Jim Lee, concerned citizen Called to Order by Chairperson Mr. Redden. Mr. Redden requested the Minutes for May 9, 2001 be adopted if there are no changes or corrections. Mr. Carpenter requested a correction to Page 2, paragraph two, sentence one of the May 9 Minutes to read Police Chief Tooley mentioned a Sanford police officer and a deputy will be paired in vehicles and bikes in the City and County in high drug areas on the fight to get drug dealers off the streets (correcting ...in high drug areas on the fight against getting drug dealers off the streets). Motioned by Mr. Hall, seconded by Mr. Kidd; motion adopted for the minutes to be corrected and approved. Community Service Officer Tracie Jackson gave an overview of a CSO's duties and how CSOs assist police officers. Mr. Redden inquired of the theft/burglary report procedure, the time line involved in the collected data. Inquiring if the information is expeditiously assigned to an investigator? CSO Jackson advised the theft information is instantly accessible and can be acted upon by any officer once inputted into the CAFE system (computer aided form entry). Police Chief Tooley advised members a CSO is similarly trained and capable of making equivalent decisions as a police officer regarding the processing of major or minor crime scenes. Police Chief Tooley advised being a CSO is a good tool before becoming an officer. One former CSO is currently employed as an officer, another CSO is presently attending the police academy. Police Chief Tooley provided CSO hiring requirements, salary, etc. Old Business — Mr. Carpenter - advised by Police Chief Tooley the alleged City's park child swing (1023 Sarita Ave.) had no identifying marks as being City property. Great planning assisted in the exiting of traffic. Mrs. Richardson inquired of the location of the fireworks; people not being able to adequately see the fireworks. Police Chief Tooley stated several days before the event, the fireworks committee requested to discharge fireworks from the rear of the big building (The Pointe) on the Marina. Police Chief Tooley advised the Coast Guard said no to closing the boat ramp because of navigable waters. —Officer Tina Leman being on the news re suspension with pay. Allegedly witnessed by a citizen for improper conduct while on duty. —P.D. renovations are zooming. Very happy with the contractor. The completion of renovations will give the police department a more welcomed and modern appearance. Mr. Carpenter inquired, Police Chief Tooley advised of the progress on a new site. Possible sites - old KMart building (south 17 -92), 1 8t St. property across from Sanford Middle School (City owned property), and W.13 St. (old Ice House area). Police Chief Tooley favors a site on the W.13 St. area. Still have plans for March 2002 Referendum for a new building. — Police Chief Tooley stated he has a commitment to homicide victims. Five P.D. investigators have been assigned and have reopened a 1988 homicide. Excellent progress is being made on the 1988 murder of 11 years old Curnetha Ammons. —Staff reviewing pursuit policy as a refresher. Seminole County encountered an incident 07/08/01. Mrs. Richardson inquired, Police Chief Tooley advised whenever pursuing in a residential area, as with any pursuit the focus is to respond safely. —The new President of the Airport requesting policing services other than by Sanford police was discussed. Mr. Carpenter stated the City has a responsibility to police the Airport. Motioned by Mr. Hall, seconded by Mr. Carpenter for CABoard to memo the Commission the recommendation for Sanford police to continue providing Airport police services. — Discussed the 2002 P.D. budget, additional staffing, replacement vehicles, etc. New Business — Mrs. Richardson - semi trucks (Truck Driving Institute ?) are coming off 13 St. to 16 St./Lake Ave. (residential area). Will refer to Traffic Supervisor. — Mr. Redden - does the City have a dog ordinance? More and more owners walk on the sidewalks with dogs such as rottweilers, pit bulls, etc. Citizens are becoming afraid to conduct their daily walks. Police Chief Tooley to followup. CAB Minutes July 11, 2001 Page 3 of 3 — Dr. Hardy - Blake - What will be the City's use of the Boys and Girls Club building once the School Board will no longer use the building for out of school suspensions, and Boys and Girls relocate? Police Chief Tooley to followup. — Mr. Kidd - his neighbor (has a 16 year old son) at 610 Osceola Dr. has had 7 police calls re disturbing the peace /loud noises; revving 4x4 motors. What other actions can be taken regarding repeated calls? Police Chief Tooley to followup. Mr. Ray inquired, Police Chief Tooley advised the Citizens on Patrol program will be activated soon. Mr. Hall offered his assistance with establishing the program. There being no further business, the meeting was adjourned at 8:30 pm.
