City Commission Conference Room PRESENT: Dean Ray, Oscar Redden, Tom Carpenter, Nancy Roberts, Manuel Acevedo -Atty, Dave Hall, Jim Kidd, David Johnson, Brian Tooley -Chief of Police Absent: Phyllis Richardson (excused), Dr. Brenedette Hardy -Blake (unexcused) Present: Jim Lee, concerned citizen Called to Order by Chairperson Mr. Ray. Mr. Ray requested the minutes for January 10, February 14, and March 14, 2001 be adopted if there are no changes or corrections. Motioned by Mr. Hall, seconded by Mr. Johnson; motion adopted for the minutes to be approved. Old Business —CAB By -Laws revision - motioned by Mr. Redden, seconded by Mr. Hall for By -Laws to be accepted for City Manager /City Commission approval. Police Chief Tooley Address CAB Police Chief Tooley introduced Corporal Mike Ansley, Officers Tony Raimondo and Allan McCoy all of the K9 Unit. Cpl Ansley had present and conducted a demonstration with the 11/2 year old passive Labrador that will be utilized primarily at the Airport, but also at Auto Train and the schools regarding drug searches. Training completion for the passive K9 will take 4 -6 weeks. Cpl Ansley commented dogs aren't taught to find drugs, but to detect drug odor. Dogs can overdose if they accidentally consume the drugs during training. The K9 handlers keep overdose kits available. With there being a matter regarding Sanford police getting a new building, Police Chief Tooley discussed present reasons to renovate the current building compared to acquiring a new police building in the next few years. He commented on the trip where he and his staff visited the Ocala Police Department which has renovated an old shopping plaza. The $8 million, 70,000 sq. ft. building is very functional as a police department. Police Chief Tooley commented the City's consideration to purchase property at 13 St./Holly Ave. (old Ice House area). CAB Minutes May 9, 2001 Page 2 of 2 Police Chief Tooley mentioned a supervisor will be attending a 3 -day course regarding law enforcement and solving crime in public housing. Mr. Redden inquired if the police department will be more involved on a daily basis to assist with policing at public housing or will the City be partnering with the private sector? Police Chief Tooley commented several years ago the Housing Authority acquired a grant to employ private security. It appears a similar scenario will come about with private security for the Housing Authority. It is intended to have a police department liaison to the Housing Authority to assist with resolving crime in the complexes; the police department must have a more active role with the housing authority. Police Chief Tooley mentioned a Sanford police officer and a deputy will be paired in vehicles and bikes in the City and County in high drug areas on the fight to get drug dealers off the streets. This collaboration is via the Edward Byrne Grant the Sheriff's Office has attained. Police Chief Tooley distributed a Citizens on Patrol program brochure and advised citizens on patrol will be on bikes as well as in cars. The police department's program is planned for July 2001. The police department will provide an abbreviated basic training course until the full course is implemented. Interested citizens can attend the Sheriff s Office citizens on patrol academy. Mr. Hall advised he is available to assist in implementing the police department's COP academy. New Business —Mrs. Roberts declined her nomination as Chairperson offered by Mr. Redden. Mr. Johnson nominated Mr. Redden for Chairperson, seconded by Mr. Kidd. Mr. Redden's nomination was unopposed. Mr. Redden is the new CAB Chairperson. Mr. Johnson declined his nomination as Vice - Chairperson offered by Mr. Redden. Atty Acevedo nominated Mr. Carpenter for Vice - Chairperson. Mr. Carpenter's nomination was unopposed. Mr. Carpenter is the new CAB Vice - Chairperson. — Mr. Carpenter - advised Rolando Giraldez of 1023 Sarita Ave. brags of a blue swing Giraldez allegedly took from a City park; Chief Tooley to follow up. — Mr. Carpenter - to possibly provide more information to Police Chief Tooley re volunteers of Habitat for Humanity Thrift Store (Save A Lot plaza) stealing/selling items from the Thrift Store. There being no further business, the meeting was adjourned at 8:15 pm.
