City Commission Conference Room PRESENT: Dean Ray, Tom Carpenter, Nancy Roberts, Manuel Acevedo -Atty, Dave Hall, Brian Tooley -Chief of Police, Absent: David Johnson (excused), Oscar Redden (excused), Phyllis Richardson (excused) Jim Kidd (unexcused), Dr. Brenedette Hardy -Blake (unexcused), Called to Order by Chairperson Mr. Ray. Mr. Ray requested the minutes for January 10 and February 14 2001 be tabled for the next Y q rY i'Y meeting due to there not being a g g quorum. q Old Business — Followup items from March 14 meeting handled. Police Chief Tooley Address CAB Police Chief Tooley commented the City Manager, bike officers, and he have ridden on the bikes several times in different communities regarding initiating Citizens on Patrol. As COP will be in COP marked vehicles, it is also being decided if COP will utilize bikes. A COP brochure is being drafted. The curriculum for the Sanford Police Department to hold a Citizens On Patrol Academy is also being drafted. A public safety academy for police and fire is being considered. Activating COP will be primary to the COP academy. Mr. Hall stated the Sheriff's Office uses the Chevrolet Mailbu V6 for COP. The Malibu is serving fantastically as the COP vehicle. This vehicle is comfortable for various sized people and comfortable for older citizens patrolling. Police Chief Tooley will initially start with two COP vehicles, then increase the fleet to four to cover each quadrant of the City. New Business —CAB By -Laws revisions were discussed. New revisions will be included in By -Laws for discussion/approval at upcoming meeting. —It was discussed there need to be better signage for the CAB Suggestion Box at City Hall. Mr. Carpenter commented regarding neighborhood watch. Stated the City Commission is less CAB Minutes March 14, 2001 Page 2 of 2 involved in the police department, now that the Police Chief reports to the City Manager. Stated neighborhood watches have regressed and the Commissioners should be more involved. Police Chief Tooley commented the supervisor in charge of rejuvinating neighborhood watch has been out sick for a period of time; and the resources have not been available to give neighborhood watch full dedication. Neighborhood watch is a high priority in the upcoming budget. Police Chief Tooley will be requesting in the budget an individual to focus on neighborhood watch and community relations. Mr. Ray commented if Citizens on Patrol are established, COP could assist in attending neighborhood watch meetings. Mr. Hall elaborated on his experience with the County's COP. Stated COP and civilian employees attending meetings are less threatening to citizens. Sometimes the civilian employees can communicate better with the citizens, opposed to a law officers trying to communicate. Mr. Ray added, COP are great public relations and crime prevention tool. There being no further business, the meeting was adjourned approximately 8:10 pm.
