City Commission Conference Room PRESENT: Dean Ray, Tom Carpenter, Nancy Roberts, Dr. Brenedette Hardy - Blake, Manuel Acevedo -Atty, Brian Tooley -Chief of Police, Michael McCoy -Police Captain, and Gracy Posley Absent: Jim Kidd (unexcused), David Johnson (unexcused), Oscar Redden (excused) Phyllis Richardson (excused), David Hall (excused) Called to Order by Chairperson Mr. Ray. Mr. Ray requested the minutes for January 10, 2001 be tabled for the next meeting due to there not being a quorum. Old Business — CABoard attendance re David Johnson for discussion still open. —Dr. Blake will pass on to Principal Nathan, Goldsboro Elementary the response from Traffic Engineering regarding Mr. Ray's request for a school zone sign to be posted at 16 St./Lake Ave. Police Chief Tooley Address CAB Police Chief Tooley advised members there will be articles in the newspapers re the Special Tactical Unit's decoys regarding thefts. This is a message for criminals to stay away from another person's property. The Old Library (1S` St.) is the anticipated location for a downtown Service Center. The 13 St. Community Service Center hours have been adjusted to 1 lam - 7pm due to citizen requests. Police Chief Tooley advised police officer pagers are now equipped with voice mail. Citizens unable to reach an officer when the officer is not at the police department can leave a message on the officer's pager voice mail via the switchboard operator or the switchboard menu after 5pm. Due to two incidents with citizens being pushed into the lake on Seminole Blvd., the Special Tactical Unit will be staking out the lakefront to prevent further incidents. Regarding the K9 Unit one new German Shepherd is in training, one other new German Shepherd is enroute to the police department. Initially, both Shepherds were purchased jointly. Due to one Shepherd not meeting specifications, one Shepherd was returned for replacement. The inter -local agreement between the City of Sanford Police Department and Seminole County has been signed. This agreement will assist the police department particularly with crime mapping. The police CAB Minutes February 14, 2001 Page 2 of 2 department will be providing a session on diversity training for all employees as part of the weekly (Wednesday) training schedule. Police Chief Tooley mentioned new supervisors due to promotions of lieutenant and sergeants. Members are invited to participate in firearm qualifications (Geneva Range) the week of February 26. Also, a shooting simulator will be set up at the police department approximately April 4. Mr. Carpenter commented the simulator gives a person a very good idea of varied shooting scenarios officers may encounter. New Business —Mrs. Roberts stated she called the police department's 407 - 323 -3030 and received a busy signal several times. Police Chief Tooley to follow up. Mr. Ray inquired, Police Chief Tooley explained the corporal's position being phased out. Officers currently with corporals title will remain as corporals with their current pay, but with the duties of an officer (will no longer supervise with the title). Attorney Acevedo inquired, Police Chief Tooley advised forfeiture money is placed into the Law Enforcement Trust Fund. LETFunds are used for training and equipment. Mr. Carpenter informed Police Chief Tooley he is issuing neighborhood watch (Dreamwold) ID badges to the youth of his community. —Mr. Carpenter mentioned school children are gathering at Lake Jenny Apartments approximately lam during school days. Police Chief Tooley to follow up. There being no further business, the meeting was adjourned at 8:15pm.
