City Commission Conference Room PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Phyllis Richardson, Jim Kidd, Dave Hall, Nancy Roberts, Manuel Acevedo -Atty, Brian Tooley -Police Chief, and Gracy Posley Absent: Dr. Brenedette Hardy -Blake (unexcused), and David Johnson (unexcused) Called to Order by Chairperson Mr. Ray. Mr. Ray requested approval of CAB minutes for October 11 and December 13, 2000 if there are no changes or corrections. Motioned by Mr. Kidd, seconded by Mr. Hall, motion adopted for the minutes to be approved. Old Business — Followup item from Mr. Ray re 16 St./Lake Ave. School Zone Sign. Police Chief Tooley Address CAB Police Chief Tooley briefed CAB members re the police department and the Investigations Division involvement with the abused/fighting pit bulls incident (01/06/01 weekend) on Hartwell Ave. This investigation is being handled thoroughly by all involved. The police department received many calls from concerned citizen re this dog matter. The police department will be 100% staffed as of January 11. Staffing is at a maximum due to a better pay plan that became effective 10/01/00, and the enhancement of the police department's image. Police department is awaiting City Commission approval re DUI grant awarded the police department 12/13/00. The grant will focus on drunk drivers enforcement. Federal funding will pay for (1) police officer, (2) fully equipped Crown Victoria police vehicles, (2) laptop computers, and (2) mobile printers; police department must provide (1) police officer's salary/benefits from current staffing for the DUI team. In -kind match following the first year are 25 %, 50 %, and 100 %. Mr. Redden inquired, Police Chief Tooley responded re Community Service Officers being interested in the police academy. One CSO has completed the police academy and is now a police officer; at least two more CSO's are prospects. DARE officer duties (drug abuse resistance education) were explained by Police Chief Tooley in teaching the children about self - esteem, drug and violence prevention, etc. DARE program cannot be altered; can only be taught by a certified CAB Minutes January 10, 2001 Page 2 of 2 DARE officer, not a school resource officer. Approximately, Fall 2001 all schools withing City limits will include a school resource officer. Police department renovation update was given by Police Chief Tooley. Mr. Redden inquired, Police Chief Tooley responded if anything could be done to expedite a new building. Police Chief Tooley advised it will take at least one year for referendum of the new building. Mr. Redden expressed the need for citizens (average) to be aware of how the police department works, in order for citizens to support the police department. Mr. Hall inquired, Police Chief Tooley responded re the possible start of a citizens police academy. Police Chief Tooley advised a citizens academy has been considered. Possibly, a public safety academy may be established for police and fire. Police Chief Tooley advised CAB members of the non - tobacco use policy effective 02/01/01 for all new police officers coming on board. No tobacco use 12 months prior to police department employment. Martin Luther King monument dedication 01/12/01 at 25 St. /Airport Blvd. New Business —Revision of CAB by -laws for discussion. Mr. Ray inquired, Police Chief Tooley responded re the Knock -Knock program being in effect. The Knock -Knock program is still in effect. Due to the number of police officers in training, Knock -Knock circulations were not at a high. Now that the department is 100% staffed, officers will once again be knocking on doors and delivering Knock -Knock bags. Mrs. Richardson and Mrs. Roberts advised they had not received Knock -Knock bags. Mr. Carpenter suggested having a CSO attend a CAB meeting to explain their duties. Mr. Redden commented CSO's are seen as officers; the CSO's should be more thorough and receive more training. There being no further business, the meeting was adjourned at 8:15 PM.
