City Commission Conference Room PRESENT: Dean Ray, Tom Carpenter, Nancy Roberts, Jim Kidd, Brian Tooley - Chief of Police, and Gracy Posley Absent: Oscar Redden (excused), David Johnson (unexcused), Phyllis Richardson (unexcused, Dr. Brenedette Blake (unexcused), Dave Hall (unexcused) Called to Order by Chairperson Mr. Ray. Mr. Ray requested the minutes for October 11, 2000 be tabled for the next meeting due to there not being a quorum. Old Business — Followup items from October 11, 2000 meeting handled. Police Chief Tooley Address CAB Police Chief Tooley to communicate with City Manager VanDerworp re upcoming police department renovations and the future building of a new police department. Police Chief Tooley advised the current status of police officer openings. Presently the police department's authorized positions are filled to approximately 93 %. This percentage is due to good, aggressive recruiting along with a salary increase compared to six months ago. Explained the corporal positions reclassification/phase out. (Two corporal positions reclassified to lieutenants; there is now a lieutenant on duty day and night shifts at all times. Two corporal positions to be reclassified as sergeants; one sergeant to oversee school resource officers program, and a sergeant to oversee traffic.) Briefed members re two K -9's delivered not meeting specifications; have been returned awaiting two qualified dogs. Police Chief Tooley described the setup of K -9 vehicles being equipped with safety devices, alarms, automatic window roll down, etc. that will notify the officer when the police vehicle /air conditioning has turned off involuntarily; preventing K -9 heat exhaustion. Mr. Ray inquired, Police Chief Tooley advised neighborhood watch groups will become more active when the new police officers training is completed within a few months. Police staffing will be up at this time to more adequately assist with neighborhood watch. ' 1 • • • - , • 1 1 • .11I I I•AI. _ ,) Mr. Carpenter did not suggest, but simply agreed with the motion for Police Chief Tooley to contact the City Commission and expeditiously explore the need for a new police building, Police Department having its own dispatch, and Police Department being open 24/7 hours. — (Mr. Carpenter) Inquired of vacant house at 1030 Sarita. Possible vagrants/loiterers entering residence. will follow up —(Mr. Ray) Inquired of a school zone sign being posted at 16 St./Lake Ave. Due to speeders and children safety. Can 25 MPH sign posted be lowered to 15 or 20 MPH? will follow up —(Mrs. Roberts) Inquired if the crime information/statistics on Sheriffs Office website included Sanford Police Department calls? will follow up Police Chief Tooley commented Sanford Police's crime analyst is now on board and will be providing many new useful reports for information. —(Mr. Ray, Chairperson) Advised Board secretary to prepare a letter of notice of dismissal to Manuel Acevedo due to non - attendance. There being no further business, the meeting was adjourned at 8:05 PM.
