City Commission Conference Room PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Dave Hall, David Johnson, Jim Kidd, Nancy Roberts, Dr. Brenadette Hardy - Blake, Brian Tooley - Police Chief, and Gracy Posley Absent: Phyllis Richardson (excused), Manuel Acevedo, Atty. (unexcused) Called to Order by Chairperson Mr. Ray. Mr. Ray requested approval of CAB minutes for July 12 and August 9, 2000 if there are no changes or corrections. Motioned by Mr. Carpenter, seconded by Mr. Johnson, motion carried for the minutes to be approved. Old Business —No follow up items from July 12 or August 9, 2000. —Terms to Expire - Mr. Redden (11/11/00) wished to continue as a CAB member. Motioned by Mr. Hall, seconded by Mr. Kidd, motion carried for continued membership. Manuel Acevedo, Atty. (10/14/00) to be contacted regarding membership. Police Chief Tooley Address CAB Updated CAB regarding Police Department renovations. City Commission approved $164,000. toward renovations. Two firms have evaluated Police Department. Architects advise the working space should be approximately 45,000 sq. ft.; currently have 13,000 sq. ft. May possibly request a March 2001 referendum for a new building. Mr. Redden inquired of plans to return dispatch to the Police Department with eyes toward a new building. Police Chief Tooley advised it is to early for such plans re returning dispatch. Although it is preferred to have Sanford police dispatchers and to use the Sheriffs technology. Motioned by Mr. Hall, seconded by Mr. Johnson for Police Chief Tooley /CAB to contact the City Commission re the need for a new police building, Police Department having its own dispatch, and Police Department being open 24/7 hours. . 1 1 • 1 1 • 1 1 1 1 1 1 • 1 1 1 1 • Advised CAB of new fiscal year positions including an accreditation corporal, the creation of a full -time Bike Squad, returning to having a lieutenant on duty at all times, proposing to City Commission to upgrade two corporal positions to lieutenant; the goal is to phase out the position i • CAB Minutes October 11, 2000 Page 2 of 2 of corporal. A grant has been approved for four School Resource Officers. All nine schools in the City will have an SRO or DARE officer. Police Chief Tooley commented the new pay plan (effective 10/1/00) and recruiting efforts are providing better police officer employment results. Police Chief Tooley made an offer for CAB members to be a part of the driving simulator training that will be held at the Police Department in late November. New Business — (Mr. Kidd) inquired of status of Alamo Car Rental drivers doing donuts with vehicles. (P.D. was previously informed it was Dollar Car Rental drivers, but it was not; Dollar had been contacted). will follow up with Alamo Care Rental — (Mr. Redden) problem with speeders on Mellonville Ave. from Celery Ave. to 6t St. Inquired of owner /dog on sidewalks. Owners letting dogs have right -of -way of sidewalk rather than pedestrians. Requesting officers to observe and make owners aware of situation. will follow up —(Mr. Hall) requesting CONSTRUCTION signs be posted on S. Sanford Ave. re construction area. will follow up —(Mr. Ray) Black male on bicycle between 1 S ' /2 °d St. and Holly /Cedar Ave. doing drug sales. will follow up —(Mr. Carpenter) Advised a handmade trailer (1022 Sarita) and a welding machine (1023 Sarita) was stolen the same date (06/27/00)?? Have any arrests been made? will follow up Mr. Hall thanked Police Chief Tooley for the red light that has been placed at Wicklow Elementary. Mr. Carpenter commented the Sanford Airport is growing. Seven new gates have been opened. There are several cities that can be flown into. There being no further business, the meeting was adjourned at 8:25 PM.
