CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, August 9, 2000 7:00 P.M.
City Commission Conference Room
PRESENT: Dean Ray, Tom Carpenter, Phyllis Richardson, Nancy Roberts, Brian Tooley -Chief
of Police, and Gracy Posley
Audience: Mr. Richardson
Absent: Oscar Redden (excused), Dave Hall (excused), Jim Kidd (excused), Manuel
Acevedo (unexcused), and David Johnson (unexcused)
Called to Order by Chairperson Mr. Ray.
Mr. Ray requested the minutes for July 12, 2000 be tabled for the next meeting due to there not
being a quorum.
Old Business
—Mr. Carpenter informed Police Chief Tooley the drivers of Alamo Car Rental not Dollar Car
Rental are doing donuts with the vehicles in the parking lot on the Airport. All other items
handled.
Police Chief Tooley Address CAB
Chief Tooley is proceeding with FY 2001 budget. Has been meeting with City Manager
VanDerworp and City Commission regarding police department accomplishments, items to
complete, recruitment, competitive pay, and how to maintain police officers. A pay plan
competitive to other agencies within Seminole county is being developed. Chief Tooley informed
Mrs. Richardson of the number of female police officers at the Sanford Police Department.
Police Department training blocks are going well. Upcoming training on driving simulator, paint
ball shooting scenario of when to shoot and when not to shoot. CAB members are invited to all
police department training.
Chief Tooley advised Mr. Ray many citations and safety violations were written 08/04/00
regarding the crack down of the heavy equipment truck drivers re the Airport Blvd. construction
site and 46A. This was a joint effort involving Florida Highway Patrol, Department of
Transportation, and Sanford Police Department.

January 2001 Department of Transportation will begin sidewalking Mellonville Ave. to 20 St.,
starting from the lakefront.
New Business
—(Mr. Ray) Inquired of officers in an acting status. Chief Tooley explained and advised re the
current need of the sergeant's promotion to be filled by day sixty from the date of the eligibility
list; choosing from the top four eligible officers. (Corporal M. Taylor promoted) Currently, the
FOP Impasse has not been resolved, which would give the Chief of Police pick of the list re
promotions. A new testing cycle will begin in October for corporal/sergeant promotions.
Mr. Ray inquired, Chief Tooley advised better monthly statistics are in the process of being gather
via a new data system; statistical reports will be provided in the future. Chief Tooley informed
Mr. Ray auto thefts are down, and with a good recovery rate. Mr. Ray inquired of decoys being
used. Chief Tooley advised decoys are being used; few arrests have been made, the criminals are
not taking the bait.
There being no further business, the meeting was adjourned at 7:40 PM.
