City Commission Conference Room PRESENT: Dean Ray, Tom Carpenter, Phyllis Richardson, Dave Hall, Nancy Roberts, Jim Kidd, David Johnson, Dr. Brenedette Hardy - Blake, Brian Tooley -Police Chief, and Gracy Posley Absent: Manuel Acevedo -Atty ( unexcused), Oscar Redden (unexcused) Called to Order by Chairperson Mr. Ray. Mr. Ray requested approval of CAB minutes for May 10 and June 14, 2000 if there are no ins. Motioned by Mr. Johnson, seconded by Mr. Carpenter, motion ado changes or corrections. y arp adopted p S Y for the minutes to be approved. Old Business June 14, 2000 were followed u —Items from May 10 and Jun up and handled. Police Chief Tooley Address CAB Advised the July 4 Celebration was a great success with minimal incidents. Approximately 60,000 people attended. The public gave very positive comments regarding the event. Traffic was cleared in approximately one hour. The event was well staffed. The Investigations Unit has made several compelling auto theft arrests and continue to work these thefts in an aggressive manner. Decoys are positioned throughout the City utilizing cars and bikes. Spotter vehicles are being placed throughout the City as well for onmi presence. Informed members of the July 13 Budget Workshop held with City Manager VanDerworp. Ten additional personnel being requested (eight sworn, two civilian). New Business Mr. Johnson inquired, Police Chief Tooley advised the department is currently working on a competitive pay plan regarding police officers comparative to other agencies within the County to be presented to the City Commission. Mr. Johnson inquired, Police Chief Tooley advised the Fraternal Order of Police Agreement is negotiated yearly not bi- yearly. The best pay, benefits, and discipline procedures are wanted for the officers. } CAB Minutes July 12, 2000 Page 2 of 2 Mrs. Richardson inquired, Police Chief Tooley explained the process for promotions (oral and written exam, then Police Chief to choose from the top four applicants) i.e., corporal to sergeant. The promotional process is contained in the F.O.P. manual. When promotions become open they are advertised, distributed and posted to supervisors and bulletin boards throughout the police department. Police Chief Tooley stated the promotions exam is a certified and valid exam. Mrs. Richardson inquired, Police Chief Tooley advised his process of meeting with all personnel. Since his employment of August 11, 1999 Police Chief Tooley has met with all employees as a group, met with all supervisory personnel, and is in the process of meeting with employees individually. At any time an employee wishes to meet with the Police Chief, this can be done via chain of command. Dr. Hardy -Blake inquired, Police Chief Tooley commented on officers getting temporary assignment experience in other units with vacancies at the police department based on requirements of that unit and the officer's qualifications. Dr. Hardy -Blake commented it appears promotional rules have fluctuated. Dr. Hardy -Blake asked how can an officer not be on an eligibility list, but be in an acting capacity? Police Chief Tooley commented an officer may not have been eligible for promotion, but is needed in an acting capacity for the unit. The promotion rules have been consistent. —(Mr. Carpenter) Advised a handmade trailer (1022 Sarita) and a welding machine (1023 Sarita) was stolen the same date. The owner of the trailer located the trailer after two weeks on Marshal Ave. The owner of the trailer took his property back to his home and made contact with a police officer who told him because he had moved the trailer from the found location he could have been arrested. The citizen thought this comment was unprofessional. will follow up —(Mr. Kidd) Inquired of robbery circumstance at Hardee's July 11 night. will follow up —(Mr. Kidd) Informed Police Chief Tooley drivers of Dollar Car Rental are doing donuts with the vehicles in the Dollar Rental parking lot between the hours of 9 am - 10 am. will follow up —(Mr. Johnson) Commented the truck drivers in training (area of Hwy 46/Rinehart Rd.) are a traffic hazard. being monitored There being no further business, the meeting was adjourned at 8:35 PM.
