City Commission Conference Room
PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Nancy Roberts, Manuel Acevedo -Atty,
Capt Michael McCoy, and Gracy Posley
Absent: David Johnson (excused), Dave Hall (excused), Phyllis Richardson (unexcused),
Dr Brenedette Hardy -Blake (unexcused), and James Kidd (unexcused)
Called to Order by Chairperson Mr. Ray.
Mr. Ray requested Minutes for May 10, 2000 be tabled due to there not being a quorum.
Old Business
— All items from May 10 meeting were followed up and handled.
Captain McCoy Address CAB
Explained the dispatching setup of the Police Department via the Sheriff's Office. (Explained
because of a possible gang initiation incident Mr. Carpenter advised had happened in the
Dreamwold area. Capt. McCoy was curious as to why police did not respond. Mr. Carpenter did
not know the particulars if dispatch had been contacted.) Mr. Redden commented it being
inconceivable a Police Department of Sanford's size not having its own dispatchers.
Capt. McCoy stated the technology, computer system, and data base (Call mapping software is in
the works. Each call coming in will visibly be seen on the map. Burglaries, car thefts, etc. can be
seen immediately.) being shared with the Sheriffs Office is of some use to the Police Department,
but there are matters with this dispatch setup to be remedied. Other CAB members commented
they've been told by dispatchers they now realize the high volume of calls Sanford police officers
and dispatchers had to handle. Mr. Redden commented on citizens not being able to enter and
talk to a dispatcher or police officer at the police department after 5:00 pm; has observed this
after 5:00 pm system should be better staffed. Capt. McCoy understand Mr. Redden's concerns
and also informed CAB the police department and employees are working in 13,000 sq ft,
whereas, for example, Kissimmee Police Department is working in 44,000 sq ft with
approximately the same number of sworn officers (98). Police Chief Tooley along with
benchmark information that's been compiled by Capt. McCoy which includes square mileage,
square footage, sworn officers, number of calls, etc. will be asking the City Commission for a
bond re a new building for the future. Until the police department has more square footage, for
Sanford to have its own dispatch is unforseen at the present time. Capt. McCoy stressed the
image and appearance of the police department and employees to be that of a professional. The

image of the police department is a priority with Police Chief Tooley. Citizens will observe a
more efficient image of the police vehicles as well.
Capt. McCoy passed around and commented on the tens of commendation letters re police
department employees that were a part of the June 10 City Commission meeting. New police
officer Raymond Irvin had a complimentary article (June 11) in the Orlando Sentinel, Seminole
Extra. Capt. McCoy advised the Police Department is in and will continue its aggressive
recruitment mode.
Mr. Ray inquired, Capt. McCoy responded the Police Department's pay compared to other
agencies should be increased; Police Chief Tooley and Capt. McCoy are in the process of getting
the pay issue rectified.
New Business
Mr. Carpenter displayed the City's sewer systems map which discloses the growth of the City.
Mr. Carpenter's point is with the City's growth there will be a need for the expansion of police
officers; with more police officers more working space will be needed at the Police Department.
Attorney Acevedo inquired, Capt. McCoy responded re how City bonds are paid for re a police
department, etc. The City does not bond for less than $2 million. Long term debt goes to
referendum for the voters, unless the City finance themselves.
Mr. Ray inquired, Capt. McCoy advised the Sanford Airport Authority pay for Sanford police
officers working the Airport. The old police vehicle utilized by Sanford police officers on the
Airport was replaced with a new vehicle. Airport officials discerned the old vehicle was not a
good impression for new arrivals; Police Chief Tooley concurred. Mr. Carpenter commented it is
proper and a courtesy for Sanford police officers to assist the Airport. Mr. Redden commented
the Airport is in the City of Sanford and should have the support of the Police Department.
—{Mr. Ray) Wickow Elementary usually have two crossing guards. Capt. McCoy advised
Mr. Ray and others to call Police Department for assistance when only one crossing guard is
present. Mr. Ray also inquired as to why Community Service Officers stopped showing up during
school hours at Wickow Elementary to assist crossing guards? will follow up
Mr. Ray commented he had recently ridden with an officer and vehicle #538 is not of good
condition. will follow up

—(Mr. Carpenter) Advised Capt. McCoy gangs of some nature are between Texaco (Georgia
Ave.) and Seminole High. will follow up
—(Mr. Redden) Commented the ducks are being killed on the lakefront; feels some killings may
be intentional. will follow up
There being no further business, the meeting was adjourned at 8:25 PM.
